Job Objective

The goal of this position is to assist in the collection and analysis of data related to pregnant individuals and infant health surveillance, as well as to enhance services supporting initiatives aimed at addressing neonatal abstinence syndrome. This role will leverage existing state bio-surveillance tools to improve the quality of prenatal and newborn health data, particularly concerning opioid-related factors before and during pregnancy.

Key Responsibilities

The selected candidate will serve as a developer specializing in SharePoint and the Power Platform, providing technical support throughout the development lifecycle. Responsibilities include designing, customizing, and implementing SharePoint business applications that can be scaled across various organizational units within the agency, focusing on data modernization initiatives. The applications will facilitate functions in areas such as Budget, Communications, Contracts, Human Resources, and more. The development will occur within the Enterprise SharePoint environment and the Power Platform, integrating with other CDC enterprise systems as necessary.
  • Task 1: Deliver technical expertise with a deep understanding of processes and software products. Plan and develop custom SharePoint sites and Power Apps, integrating them with other agency systems. Advise on IT strategies and policies based on evaluating outcomes and anticipating requirements.
  • Task 2: Lead and facilitate requirements gathering sessions, utilizing expertise to define and document requirements, ensuring alignment with stakeholder needs and future trends. Develop design specifications that translate business needs into detailed coding algorithms.
  • Task 3: Conduct system design, analysis, and engineering tasks associated with major enterprise system development and integration.
  • Task 4: Create and maintain internal and external-facing SharePoint sites and Power Apps, utilizing both custom and standard document management and collaboration features.
  • Task 5: Act as the site/sub-site administrator for Power Platform and SharePoint sites.
  • Task 6: Provide technical consultation and guidance to clients, analyzing and resolving issues while evaluating alternative solutions to meet user requirements.
  • Minimum Requirements: Extensive programming experience is essential for developing systems using SharePoint, SPFx, REST/API, Azure, MS Graph, JavaScript, CSS, HTML, Power Fx, SQL, DAX, Power Apps, Power Automate, Power BI, Nintex Forms and Workflows, and Visual Studio.
  • Engage in collaborative sessions involving machine learning and natural language processing with Epidemiologists and other teams.
  • Co-lead the design and implementation of a comprehensive data architecture for data modernization initiatives.
  • Utilize SAS, R, and SQL for data transformation and analysis, ensuring code quality through reviews with stakeholders.
  • Mentor staff in data design and best practices in data lifecycle management.
  • Develop Power BI reports and dashboards to enhance analytical capabilities.
  • Implement Kimball-based data modeling techniques and medallion architecture for data maintenance.
  • Recommend database modifications to address scientific analytical needs and maintain a comprehensive data dictionary.
  • Establish standard operating procedures for data management.
  • Identify training needs related to data quality and develop technical training materials.
  • Test software functionality, troubleshoot issues, and resolve technical challenges.
