Position Summary

The Senior J2EE Application Developer plays a crucial role in the design and configuration of Java Enterprise Edition (Java EE or J2EE) applications, which encompass both web and mobile platforms utilized by WSSC Water to facilitate its daily operations. The primary responsibilities include the development and maintenance of applications, collaboration with database and networking teams, systems analysis, and the creation and modification of complex programming procedures. Additionally, the role involves testing, debugging, documentation, systems installation, and solving various technical challenges related to the water utility sector.

Key Responsibilities
  • Develop and maintain J2EE applications.
  • Migrate legacy systems to the J2EE framework.
  • Create web client interfaces.
  • Provide operational support for both J2EE and non-J2EE applications.
  • Conduct analysis, design, coding, testing, debugging, documentation, and maintenance of applications and enhancements.
  • Implement standard Software Development Life Cycle (SDLC) methodologies to ensure project outcomes are measurable and delivered on schedule and within budget.
  • Establish and follow team project standards for development, including tools, platforms, methodologies, and controls to guarantee efficiency, quality, and consistency.
  • Prepare comprehensive software specifications and testing plans.
  • Perform quality assurance reviews.
  • Offer program and system-level time/cost estimates.
  • Evaluate and optimize various Commercial Off-The-Shelf (COTS) products for the WSSC Water environment.
  • Maintain up-to-date technical documentation reflecting the latest enhancements or releases.
  • Assist in reviewing current technical architecture, including design patterns and development methodologies.
Additional Responsibilities
  • Support the definition and fulfillment of business requirements.
  • Lead small-scale projects.
  • Collaborate with various business and IT sections to address their configuration and development needs.
  • Mentor less experienced developers.
  • Engage with legacy systems and facilitate system migrations.
  • Provide effective reporting on application development progress.
  • Perform other related duties as assigned.

Required Skills and Qualifications
  • Proficient web design capabilities.
  • Strong communication skills for documentation and troubleshooting, capable of interacting with both business and technical personnel at all levels.
  • Excellent analytical and organizational abilities.
  • Ability to manage multiple tasks simultaneously.
  • Experience with various COTS product configurations and administration.
  • Familiarity with Java Persistence API or ORM (Hibernate).
  • Knowledge of application servers such as WebSphere, WebLogic, JBOSS, or Tomcat.
  • Understanding of the Spring Framework.
  • Experience with integrated development environments (IDEs) like Rational Application Developer, Eclipse, or IntelliJ.
  • Proficient in Java Server Faces (JSF).
  • Knowledge of HTML5, Bootstrap, CSS, and frameworks like Angular or React.
Education and Experience Requirements
  • Bachelor's degree with 6+ years of experience in application and web systems development, specifically in:
    • Java EE or J2EE.
    • SQL database servers (e.g., Oracle, SQL Server, PL/SQL).
    • Web client development.
  • Alternatively, a High School diploma (or equivalent) with 10+ years of experience in the same areas.
  • At least 2 years of development experience with SOAP or REST frameworks.
Additional Requirements
Availability for on-call duties and the ability to work irregular hours as needed.

Preferred Qualifications
  • Experience with Apache Tomcat.
  • Certification in Java or J2EE or mobile application development.
  • Experience in mobile technology application development (Android or iOS).
  • Development experience with React, Angular, or Python.
  • Experience with e-commerce applications.
  • Familiarity with applications supporting water utility and plant operations.
