Position Summary: The Housing Authority of the City of Austin is seeking a dedicated individual to oversee the management and implementation of the Project-Based Voucher (PBV) program and other rental assistance initiatives. This role is crucial in ensuring compliance with federal regulations and enhancing the availability of affordable housing for families and individuals in need.
Key Responsibilities:
- Formulate, draft, and update policies and procedures related to project-based vouchers to guarantee adherence to HUD and program standards.
- Monitor and report on compliance metrics for project-based vouchers and manage the PBV waitlist effectively.
- Facilitate the Request for Proposal (RFP) process for project-based vouchers, including preparation and evaluation of submissions.
- Coordinate with partners to ensure successful lease-up and occupancy of project-based voucher units.
- Act as the Labor Standards Officer for developments utilizing project-based vouchers, ensuring compliance with prevailing wage requirements.
- Oversee the inspection process prior to the execution of Housing Assistance Payment (HAP) Contracts and ensure ongoing compliance with inspection standards.
- Manage the rent approval process, including rent reasonableness certifications and adjustments.
- Supervise the lease-up process for new developments and assist with tenant-based voucher requests.
- Lead and mentor staff assigned to PBV caseloads, conducting performance evaluations and providing training on compliance matters.
- Build and maintain professional relationships with external partners to promote program effectiveness.
Qualifications:
- Bachelor's degree in social sciences or business, or equivalent experience.
- Strong customer service skills, particularly with diverse populations.
- Proficient in computer applications including Google Suite and Microsoft Office.
- Excellent communication skills, both verbal and written.
- Familiarity with HUD programs and the affordable housing sector.
- Certifications related to Section 8 Project-Based Vouchers are preferred.
- Proficiency in Spanish is a plus.
