Job Summary

We are seeking an experienced Engineering Program Manager L&D to join our team at the Virginia Department of Transportation. This is a unique opportunity to lead the roadway design program, managing a team of engineers and overseeing the development of right-of-way and construction plans for VDOT Districts statewide.

Key Responsibilities
  • Manage the roadway design program, including project development, coordination, and quality control
  • Lead a team of engineers, providing technical guidance and oversight
  • Develop and implement strategic plans to ensure VDOT programs align with the department's vision, mission, and goals
  • Establish priorities and objectives for the program, communicating them to employees and stakeholders
  • Proactively manage human and fiscal resources, recognizing future needs and taking appropriate actions
  • Ensure compliance with VDOT, state, and federal policies, practices, guidelines, and specifications
  • Evaluate program performance and implement changes as needed
  • Provide technical support and expertise in transportation engineering, including research and problem-solving
Requirements
  • Experience in managing and delivering customer service in a program area
  • Degree in Civil Engineering or related field
  • Valid Professional Engineer's license
  • Experience supervising staff, programs, and budgets
  • Knowledge of Civil Engineering principles, including roadway design, survey, hydraulics, traffic design, and construction methods and materials
  • Experience leading, coaching, counseling, and managing an Engineering program area
  • Experience communicating and presenting information to diverse audiences
Preferred Qualifications
  • Experience in managing multiple work groups and technical areas of highway design
  • Experience working with other state agencies and Federal Highway Administration representatives
  • Experience in highway civil engineering, including highway design, report writing, evaluation, research, and training
  • Experience in technology, working with upper management, customers, vendors, and consultants
  • Knowledge and experience using 3D design software such as Open Roads Design
