Overview

The Senior Aviation Safety Inspector (SASI) is tasked with overseeing the comprehensive certification, monitoring, and evaluation responsibilities for designated air carriers, operators, agencies, pilots, and designees. Key Responsibilities

Continuously assesses that assigned organizations are effectively structured, staffed, and equipped; develops and implements comprehensive training programs; maintains thorough record-keeping systems; and ensures compliance with all regulatory standards.

Leads collaborative meetings between the Federal Aviation Administration (FAA) and industry stakeholders. Maintains consistent communication with assigned organizations and collaborates with senior management. Initiates or directs corrective actions for any identified deficiencies and may revoke approvals if issues remain unresolved.

Conducts investigations into enforcement matters and prepares detailed reports and recommendations for resolution. Oversees or executes the emergency suspension of certifications or the cancellation of operational specifications. Directs or conducts re-evaluations of certified pilots or re-certifications of operators or agencies.

Reviews training programs to confirm compliance with 14 CFR standards. Grants or denies approval for these training initiatives, including the use of flight simulators and training devices.

Evaluates operational practices and facilities through on-site inspections and the review of reports from geographic inspectors or other personnel. Negotiates necessary adjustments to policies and procedures. Determines effective strategies for corrective actions and assesses the success of implemented measures through inspections or inspector reports.

Monitors all operational aspects, including training programs and records, facilities, and route systems. Collaborates with geographic inspectors and analyzes reports to identify trends indicating potential safety concerns. Proposes or mandates necessary changes to address such trends.

Qualifications

Employment Conditions

  • Selective Service Registration is required for males born after a specified date.
  • Submission of an SF50 form is necessary.
  • All required certifications must be submitted.
  • The selected candidate will be expected to report to an FAA facility.
Minimum Qualifications

Applicants must fulfill the basic eligibility criteria for an Aviation Safety Inspector in the 1825 series as specified in the OPM qualifications standards. The fundamental eligibility criteria include:
  1. No more than two incidents of Federal aviation regulations violations in the past five years;
  2. A valid State driver's license;
  3. Proficiency in the English language;
  4. No substance abuse issues that could hinder job performance;
  5. A high school diploma or equivalent.
Aviation Safety Inspector roles entail specific medical requirements. When applicable, candidates must meet job-related medical standards, which will be evaluated during the pre-employment process.

Medical Standards: Candidates must be physically capable of performing the duties of the Aviation Safety Inspector role safely and efficiently, with or without reasonable accommodation. The essential medical criteria include:
  1. Good distant vision in each eye and the ability to read printed materials without strain (corrective lenses are allowed);
  2. Ability to hear conversational speech (hearing aids are permitted);
  3. No physical conditions that could pose a risk to themselves or others while operating or occupying a flight deck observer's seat or a cabin passenger seat in various aircraft.
Applicants for the Aviation Safety Inspector (Flight Oversight) positions must meet all of the following requirements:
  1. A minimum of one year of pilot experience in multi-engine aircraft exceeding 12,500 pounds maximum certificated takeoff weight;
  2. No more than two flying accidents in the last five years involving the applicant's pilot error;
  3. Three years of experience in an organization with an air carrier, commercial operator, or air agency certificate, or an organization involved in certifying individual airmen, with at least one year in an organization operating multi-engine aircraft over 12,500 pounds maximum takeoff weight;
  4. Possession of an Airline Transport Pilot Certificate;
  5. A minimum of 1,500 total flight hours.
(Recency of experience is waived for current FAA employees in the 1825 series)

In addition to meeting the minimum requirements, candidates for the FG-14 level must have one year (52 weeks) of specialized experience equivalent to the next lower grade level in the normal line of progression (FG-13 or Pay Band I) as an Aviation Safety Inspector. Specialized experience includes:
  • Interpreting and applying regulations, policies, and procedures related to certification and clarification of air carrier aviation and commercial operations (14 CFR Part 121);
  • Monitoring organizational activities to ensure adherence to authorized programs, Federal regulations, and sound safety practices;
  • Executing assignments that primarily require knowledge of flight operations of air carrier aircraft;
  • Work involving the monitoring and issuance of certificates to large complex aviation organizations or several smaller organizations that collectively are comparable in complexity to one large aviation organization.
For Lateral Movements Between 1825 Specialties: To assist in determining qualification requirements, applicants transferring between specialties at the same grade level are encouraged to complete the appropriate Qualifications Assessment Tool (QAT) check sheet and upload it along with their resume.
