We are currently in search of a meticulous problem solver who can effectively analyze challenges and opportunities, presenting clear and actionable recommendations that take into account financial resources, personnel, and stakeholders. This individual will serve as the Vice President of Resource Allocation and Strategic Planning.

This role is a crucial strategic asset for the senior leadership of the division, offering collaborative expertise in fiscal management, human resources, and organizational planning.

The Vice President will facilitate and support a broad range of programmatic areas, championing excellence and ongoing quality enhancement. Responsibilities include overseeing financial planning and management of central senior management budgets within OIA, as well as formulating, evaluating, coordinating, and distributing annual operating budgets for OIA units.

The successful candidate will also manage space planning, oversee human resource functions, and lead special projects on behalf of the vice president's office.

Additional responsibilities encompass preparing long-term revenue and expense forecasts, generating financial reports, overseeing senior management payroll, grants and contracts, accounts payable and receivable, maintaining databases of OIA financial and personnel resources, ensuring compliance with university purchasing and asset management procedures, and managing audits and compliance attestations.

This position will handle financial, budgetary, and personnel allocations and transfers within university systems; act as the primary financial liaison with departments such as the Office of the University Controller, Office of Budget and Financial Planning, Office of Sponsored Programs, and Virginia Tech Foundation; and coordinate relevant financial activities with other departments across the university.

The Vice President will review and guide hiring, personnel, and compensation actions, providing recommendations and counsel to the VP and senior leaders in OIA as necessary; and coordinate training and performance management needs for the senior management area.

This role also entails interpreting state and university policies, developing and implementing internal processes and procedures related to financial, human resource, and administrative functions in collaboration with OIA senior leadership.

The Vice President holds signatory authority for senior management financial and personnel transactions and oversees the budgets and personnel functions for the office of the vice president.

Furthermore, this position will oversee special projects and initiatives, working closely with the vice president and senior leaders in OIA to ensure the implementation and adherence to best management practices at the university level.

The Vice President will report to the vice president for OIA and represent senior management on university committees, search committees, and task forces as required.


Required Qualifications

Master's degree in a relevant field, or a bachelor's degree with substantial comparable experience in financial and personnel management.
Extensive experience in budgeting and accounting
Demonstrated ability to interpret financial data and prepare projections and reports
Significant experience in human resource management
Proficient computer/software skills
High level of experience with financial management and personnel application software is essential
Exceptional communication and interpersonal skills
Proven ability to collaborate effectively with colleagues at all organizational levels
Capacity to handle sensitive information and situations with confidentiality and discretion
Ability to work independently and exercise sound judgment in decision-making.

Prior experience in higher education
Master's degree in business, public policy, or CPA
Advanced software and data management skills
Familiarity with public higher education policies and practices
Experience with Banner finance and HR systems, procurement, and other related university systems
