Labor Relations Associate

MetroPlus Health provides high-quality healthcare services to residents of New York City through a comprehensive list of products. As a wholly-owned subsidiary of NYC Health + Hospitals, the largest public health system in the United States, MetroPlus Health's network includes over 27,000 primary care providers, specialists, and participating clinics. The Labor Relations Associate will support the goals and objectives of the Plan and the daily management of Labor Relations and Employee Relations activities and programs at MetroPlus Health.
Key Responsibilities- Interpret contracts and agreements related to labor relations, employee relations, and personnel management activities.
- Monitor adherence to objective performance standards set forth by departments across the organization.
- Monitor adherence to MetroPlus Health and NYC H+H policies and procedures.
- Assist management in preparing, planning, and scheduling pre-disciplinary hearings and investigations.
- Investigate and process employee complaints to be handled at the corporate level.
- Manage employee relations matters, including investigation of complaints, preparation of recommendations, and advising management on performance management, dispute resolution, compensation, and other related issues.
- Serve as Hearing Officer for grievances and disciplinary hearings handled at the corporate level and represent the corporation when appealed to City Office of Labor Relations and at arbitration hearings.
- Prepare progress reports, develop summaries, and report status of Labor Relations and Employee Relations calendar, case activity, turnaround time, and departmental patterns, trends, and analysis.
- Meet with Union representatives in Labor-Management meetings to discuss and seek resolution of issues.
- Maintain ongoing liaison with Union and Union Representatives.
- Maintain liaison with Office of Labor Relations, Office of Collective Bargaining, and other City, State, or Federal agencies relating to various labor relations matters.
- Develop, implement, and communicate Human Resources policies, procedures, and practices that are in concert with the health plan's goals and objectives.
- Train and guide supervisors and managers in labor and employee relations matters.
- Manage MetroPlus Health's Workplace Violence Prevention Program.
- Chair MetroPlus Health's Occupational Health and Safety Committee.
- Gather and report OSHA data to the State and all other regulatory agencies.
- Conduct legal research and present findings in a coherent manner.
- Draft overtime cap waivers, exceptions to policies, and justifications.
- Complete all other tasks and projects as assigned.
- A JD or a Master's Degree from an accredited college with a major in Labor Relations, Personnel Administration, Public Administration, Management, Economics, Law, or a related field.
- 4+ years of progressively responsible experience in the field of labor relations, including negotiation and administration of agreements and labor relations matters.
