Description

Under supervision, this role involves performing significant and professional tasks in the development, preparation, and oversight of the City's financial plan.

Upon successful completion of a designated probationary period, this position may qualify for a partial remote work arrangement in accordance with the City's telecommuting policy and at the discretion of the Executive Director.

This classification is scheduled to receive a three percent (3%) salary increase effective the first full pay period after the designated fiscal year.

Essential Functions Include But Are Not Limited To:

1. Evaluates proposed departmental budgets for precision, impact on City resources, and compliance with established fiscal policies.
2. Participates in budget team discussions and provides recommendations regarding budget proposals.
3. Assists in coordinating the preparation of the proposed budget document for presentation to the governing body.
4. Aids departments in gathering, compiling, and reporting cost recovery data.
5. Conducts research and prepares reports and presentations on financial issues, management practices, and operational systems and procedures.
6. Acts as a liaison to assist departmental budget personnel in formulating budget requests.
7. Analyzes and maintains fiscal control over budgetary expenditures.
8. Engages in research activities related to organizational structure, staffing, operations, procedures, and policies.
9. Coordinates and participates in community budget discussions.
10. May attend governing body or committee meetings.
11. Performs additional duties as assigned.

Minimum Qualifications:

Two years of progressively responsible experience in governmental budgeting and financial operations, including administrative, productivity, and organizational analysis. A degree from an accredited four-year institution in public or business administration, finance, economics, accounting, or a related field may be combined with experience to meet the minimum qualifications and desired knowledge, skills, and abilities.

Desirable Knowledge, Skills, and Abilities:

Knowledge of: principles and practices of public administration, municipal finance, budgeting and budget procedures, research methodologies, and operational procedures.
Skill in: utilizing personal computers and business software applications, such as Microsoft Word, Excel, PowerPoint, and Outlook, as well as financial and budget software applications.
Ability to: gather, organize, analyze, and interpret data; draw sound conclusions from collected information; develop alternative solutions to challenges; present research findings and ideas clearly and effectively both orally and in writing; exercise resourcefulness in addressing and resolving issues; establish and maintain effective working relationships with municipal officials, managers, employees, and the public.

Special Minimum Requirements:

Must be willing and able to work evenings, weekends, and holidays, as necessary.

Selection Process:

Applications will be reviewed by the Human Resources Department. Those candidates with the most relevant qualifications will be invited to continue in the selection process, which will include:

1. Writing Skills Examination: (Qualifying) which will assess candidates' ability to effectively convey information in writing.
2. Oral Interview Examination: (Weight of 100%) will evaluate candidates' experience, training, education, and abilities in relation to the essential factors for successful job performance. Candidates must achieve a minimum passing score to be placed on the eligible list.
