Description

Under supervision, this role involves significant and professional tasks related to the development, preparation, and oversight of the municipal budget.

Upon successful completion of the initial probationary period, this position may qualify for a flexible telecommuting arrangement in line with the City’s telecommuting policy and at the discretion of the Executive Director.

This classification is scheduled to receive a three percent (3%) salary increase following the first full pay period after the specified date.

Essential Functions Include But Are Not Limited To:

1. Evaluating proposed departmental budgets for precision, implications on City resources, and compliance with established fiscal policies.
2. Participating in budget team discussions and providing recommendations regarding budget submissions.
3. Assisting in the coordination of the proposed budget document for presentation to the City Council.
4. Aiding departments in the collection, compilation, and reporting of cost recovery data.
5. Conducting analyses and preparing reports and presentations on financial issues, management practices, and administrative systems.
6. Serving as an administrative liaison to assist departmental budget personnel in preparing budget requests.
7. Analyzing and ensuring fiscal control over budgetary expenditures.
8. Performing research on organizational structure, staffing, operations, and policies.
9. Coordinating and participating in community budget discussions.
10. Attending City Council or committee meetings as required.
11. Executing other assigned tasks as necessary.

Minimum Qualifications:

Two years of progressively responsible experience in governmental budgetary and financial functions, including administrative, productivity, and organizational analysis. A degree from an accredited four-year institution in public or business administration, finance, economics, accounting, or a related field may be combined with experience to fulfill the minimum qualifications and desired knowledge, skills, and abilities.

Desirable Knowledge, Skills, and Abilities:

Knowledge of: principles and practices of public administration, municipal finance, budgeting procedures, research techniques, and methods.
Skills in: utilizing personal computers and business software applications, including Microsoft Word, Excel, PowerPoint, and Outlook, as well as financial and budget software.
Ability to: gather, organize, analyze, and interpret data; draw logical conclusions from information; develop alternative solutions to challenges; effectively present research findings and ideas both orally and in writing; exercise resourcefulness in problem-solving; and establish and maintain effective working relationships with municipal officials, managers, employees, and the public.

Special Minimum Requirements:

Must be willing and able to work evenings, weekends, and holidays as necessary.

Selection Process:

Applications will be evaluated by the Human Resources Department. Candidates with the most relevant qualifications will be invited to proceed in the selection process, which may include:

1. Writing Skills Examination: (Qualifying) to assess candidates' ability to effectively convey information in writing.
2. Oral Interview Examination: (Weight of 100%) to evaluate candidates' experience, training, education, and abilities in relation to essential job performance factors. A minimum passing score is required to be placed on the eligible list.
