Chief Financial Officer

About the Role:

The Chief Financial Officer will serve as the key financial leader of Tiburcio Vasquez Health Center, a Federally Qualified Health Center with a $46M operating budget and a presence in ten service sites across the East Bay. This individual will work closely with the CEO and leadership team to develop and implement a clinical service operations strategy, establish a roadmap for operationalization, and build mission-driven and innovative teams to drive impact in the lives of patients and the community.

Key Responsibilities:

  • Attend Executive Team meetings to develop and maintain a strategic plan for controlled growth, expansion, and development of programs and sites.
  • Prepare and direct the preparation of financial statements, cash flow analyses, budgets, and reports for review by the Executive Team, Board of Directors, and auditing agencies.
  • Provide ongoing assessment and analysis of financial health and progress to the Executive Management Team and Board of Directors, advancing operational and strategic planning goals and objectives.
  • Develop, review, and revise fiscal policies and procedures to ensure compliance with applicable laws and funding agency requirements.
  • Manage and oversee contracts, grants, and other legal agreements that meet the organization's mission and strategic plan.
  • Perform administrative functions, including review of protocols, coordination of personnel, contract management, and check signing.
  • Develop and maintain efficient internal financial management controls in accordance with GAAP.
  • Ensure fiscal compliance with relevant laws, regulations, and funding agency requirements.
  • Provide technical information to managers and the Board on financial management and related matters.
  • Report monthly to the Board of Directors' Finance Committee, providing financial reports and related information to inform policy decisions.
  • Represent the organization to consultative and advisory bodies, collaborating agencies, and institutions.
  • Direct the fixed assets inventory process and provide policies to safeguard assets.
  • Manage the process for annual financial audits and scheduled audits by funding agencies.
  • Provide direction to accounting staff on payroll management and quarterly/year-end reporting.
  • Direct and coordinate the activities of personnel in the business and fiscal areas, assisting in recruitment and supervision.
  • Provide additional collaborative and individual assistance to ensure the organization's success.

Requirements:

  • Bachelor's degree in a business-related or administrative field, with substantial experience in a similar position.
  • Masters-level degree in accounting or a related field is strongly preferred.
  • Minimum 8+ years of hands-on experience in a related administrative position in a healthcare organization.
  • Previous experience working within a managed care environment, especially in an administrative/management capacity.
  • Experience with utilization management, healthcare service industry costs, and managed care plans.
  • Experience with mergers and acquisitions is highly desirable.

Qualifications:

  • Demonstrated ability to plan and direct financial operations and make difficult decisions.
  • Previous experience managing employees on a direct supervisory basis.
  • Current knowledge of billing matters related to health center revenue sources and third-party payors.
  • Ability to work effectively as part of a team, in collaborative settings.
  • Excellent written and verbal communication skills.
  • Ability to initiate and complete work without direct supervision and to work effectively under pressure.
  • Ability to provide leadership to staff and build trust and respect.
  • Excellent problem-solving skills, including creativity, resourcefulness, timeliness, and technical knowledge.
  • Sensitivity to the needs of a culturally and linguistically diverse patient and employee population.
  • Ability to utilize computer technology and adapt to evolving technological requirements.
  • Excellent emotional coping skills and ability to respond to emotional situations.
