Position Overview

The IT Program Manager will be responsible for overseeing the financial, scheduling, and performance metrics of designated programs.

Key Responsibilities

You will manage the research, development, testing, integration, and maintenance of intricate cloud infrastructures and enterprise services, ensuring peak performance in both commercial cloud settings and private on-premises clouds.

Your role will involve planning, monitoring, controlling, and reporting on project activities. You will develop management strategies, engineering plans, risk assessments, schedules, and procurement strategies, utilizing contemporary tools and best practices for IT acquisition, planning, and budgeting.

You will represent the command in high-level committees and groups, advocating for the program's interests, influencing resource distribution, and driving significant changes to project or program objectives.

Your responsibilities will include managing high-level stakeholder requirements from external organizations, justifying, defending, negotiating, or addressing significant or contentious issues in highly unstructured environments.

Requirements

Conditions of Employment:
Must be a U.S. Citizen.
Must be deemed suitable for federal employment.
Must participate in the direct deposit pay program.
New hires to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

This position may necessitate travel from the normal duty station to various locations and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended durations.

This role is governed by the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established timelines.

This is a Cyberspace Workforce position, work role code IT Project Manager, proficiency level Intermediate. The incumbent is required to obtain and maintain qualifications in DoDM Cyber Workforce Qualification and Department of Navy policies.

You will be required to obtain and maintain an interim and/or final security clearance prior to starting the position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal from the position.

Successful completion of a pre-employment drug test is mandatory. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will also be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must include:
Providing technical, operational, and acquisition support in applying analytical processes to the planning, design, and implementation of new and improved information systems.

All candidates must have IT-related experience demonstrating the following competencies:

  • Attention to Detail: Thoroughness in performing work and conscientiousness about attending to detail.
  • Customer Service: Working with clients and customers to assess their needs, provide information or assistance, and resolve their issues.
  • Oral Communication: Effectively expressing information to individuals or groups, taking into account the audience and nature of the information.
  • Problem Solving: Identifying problems, determining the accuracy and relevance of information, and using sound judgment to generate and evaluate alternatives.

This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
