Your Contribution:

We deliver critical warning and comprehensive analytical assistance to the Defense Intelligence Agency's Defense Combating Terrorism Office, influencing Department of Defense policy, strategic planning, and operational decisions aimed at countering both regional and global terrorism threats. Our mission involves conducting essential counterterrorism evaluations that focus on operational and strategic impacts against emerging terrorist networks and individuals posing risks to U.S. citizens, facilities, and interests. This role encompasses providing national Watchlisting support to the TIDE database, offering expert evaluations for senior military and policy decision-makers, and ensuring round-the-clock support to the Department of Defense and international partners regarding predictive threat assessments linked to transnational and regional terrorist activities.

Key Responsibilities:

  1. Conduct thorough reviews of Department of Defense datasets identified as likely to contain information about known or suspected terrorists.
  2. Identify, prioritize, and document information from relevant DoD datasets concerning known or suspected terrorists as directed by the Government.
  3. Cross-reference known or suspected terrorists with other intelligence sources to ensure data completeness and prevent duplication.
  4. Compile findings into a nomination report format as required by the Government, ensuring clarity, coherence, and adherence to proper grammar and spelling.
  5. Adhere to the production schedule for Terrorist Identity Nominations (TIN).
  6. Correct and resubmit any inaccurate reports and prepare documentation for dissemination as specified by the Government.
  7. Provide mentorship and guidance to less experienced team members involved in Watchlisting.
  8. Exhibit a solid understanding of intelligence community organizations associated with counterterrorism operations, analysis, and information systems.
  9. Participate actively in meetings, conferences, and analytic exchanges that support the mission of the Defense Intelligence Agency's Watchlisting.
  10. Demonstrate proficiency in working with select DoD datasets and intelligence reporting activities, showcasing comprehensive mission knowledge to provide guidance on National Terrorist Watchlisting policies and procedures.
  11. Display in-depth knowledge of terrorist organizations, including their names, geographic locations, leadership structures, activities, and ideologies.

Qualifications:

The ideal candidate will perform all-source intelligence analysis of DoD datasets to identify and nominate known or suspected terrorists for inclusion in the National Terrorist Watchlisting system. This role involves developing recommendations for no-fly lists, selectee lists, or other national terrorist watch lists as appropriate, in alignment with Homeland Security Presidential Directives. The candidate will produce analytic reports utilizing DIA's Watchlisting Data Organizer (WATCHDOG) and other internal production tools, preparing documentation for dissemination as specified by the Government.

Preferred Experience:

At least 3 years of relevant experience in the field, with a portion of that experience occurring within the last 2 years. A Bachelor's degree in a related field from an accredited institution is preferred. Alternatively, 7 years of direct experience in the relevant field may substitute for the educational requirement.

Demonstrated understanding of the 200 Series of ODNI's Intelligence Community Directives, including analytic standards and sourcing requirements for disseminated products. Ability to produce formal written strategic counterterrorism assessments and presentations in accordance with established standards is essential. Proficiency in utilizing research databases and employing quantifiable metrics in a professional context to prepare comprehensive written and oral products on complex topics is highly desirable.
