Overview
This role is eligible for the Education Debt Reduction Program (EDRP), which offers reimbursement for student loan payments.

To qualify, candidates must meet specific eligibility criteria in line with VHA policy and submit their EDRP application within four months of their appointment.

Approval, award amounts (up to $200,000), and eligibility periods (ranging from one to five years) are determined by the VHA Education Loan Repayment Services program office after a thorough review of the EDRP application.

Essential Qualifications

Fundamental Requirements:

Citizenship:
Only U.S. citizens may be appointed, unless it is impossible to recruit qualified citizens in accordance with VA Policy.

Education and/or Experience:
(1) A bachelor's degree or higher from an accredited institution in medical laboratory science, medical technology, clinical laboratory science, or a related field (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.)
AND completion of a clinical practice program in medical technology.
Clinical practice programs completed after 1974 must be accredited by recognized agencies such as the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or the Commission on Accreditation of Allied Health Education Programs (CAAHEP).

OR, (2) A bachelor's degree from an accredited institution, including 16 semester hours in biological sciences (with one course in microbiology), 16 semester hours in chemistry (with one course in organic or biochemistry), and one course in mathematics, along with two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by recognized certification boards.
This experience must involve performing moderate and/or high complexity testing in a clinical laboratory setting.
OR, (3) A bachelor's degree from an accredited institution, including 16 semester hours in biological sciences (with one course in microbiology), 16 semester hours in chemistry (with one course in organic or biochemistry), and one course in mathematics, along with five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in a clinical laboratory.

Certification:
Candidates must possess either (1) or (2) below: (1) Current certification as a Medical Technologist (MT), Medical Laboratory Scientist (MLS), or Clinical Laboratory Scientist (CLS) from recognized certification boards.
(2) For positions up to the full performance level, candidates must have categorical or specialist technologist level certification from the aforementioned agencies.
Technologists with categorical or specialist certifications may only perform duties specific to their certification area.

Grade Levels:
GS-7 (Entry Level) Experience
None beyond the basic requirements.
Assignments
Employees at this level serve in an entry-level career development position under close supervision.
GS-09 (a) Experience
Must have 1 year of creditable experience equivalent to the next lower grade level directly related to the position.
OR, (b) Education
Must have a Master's degree or 2 academic years of progressively higher-level graduate education in medical technology or a related field.

Key Responsibilities:
At the GS-7 entry level, a Clinical Laboratory Specialist will engage in a career development role under the supervision of a qualified MT.

Responsibilities include performing a variety of laboratory procedures, recognizing deviations from expected results, and utilizing scientific principles to analyze and resolve issues.

Maintaining and documenting the optimal functioning of laboratory equipment; utilizing, calibrating, identifying malfunctions, repairing, and conducting preventive maintenance of laboratory instruments; adhering to biosafety and biosecurity regulations in the workplace.

Evaluating and addressing issues related to the collection and processing of biological specimens for analysis, considering physiological processes and requirements.

At the GS-9 full performance level, a Clinical Laboratory Specialist manages daily laboratory operations.
This includes routine testing, quality control, and maintenance of instrumentation.

Responsibilities encompass developing, performing, evaluating, interpreting, correlating, and validating laboratory procedures and results while ensuring compliance with all regulatory requirements.

Testing procedures are conducted on various biological specimens and/or environmental samples using both manual and automated techniques, following established biosafety and biosecurity practices.

This role requires a broad exercise of independent judgment and responsibility, including organizing and prioritizing tasks with minimal supervision.

The work performed spans multiple laboratory disciplines, such as chemistry, microbiology, immunology, hematology, and immunohematology.

Responsibilities also include monitoring quality control systems, collaborating in patient diagnosis and treatment, and providing education to laboratory healthcare professionals and the public in a professional and effective manner.


Work Schedule:

Monday - Friday, Multiple Shifts (8:00am - 4:30pm, 4:00pm - 12:00am, 12:00am - 8:00am) with rotating weekends and holidays, based on the needs of the Medical Center.
