Overview

Under the guidance of senior management, this role is accountable for overseeing the operational aspects of building services at the Main Office Complex, as well as managing fleet operations, records management, mail distribution, and printing services across the District.

Key Responsibilities

The essential functions of this position encompass a range of core responsibilities typical for this classification. These functions are not intended to be an exhaustive list of all duties for any one position. Supervises District personnel and contracted staff in the maintenance and operation of the Main Office Complex. Develops and manages contracts to ensure cost-effective operation and upkeep of office facilities. Ensures compliance with all applicable laws, regulations, and directives regarding the management of District office facilities. Oversees the computerized maintenance management system for the Main Office Complex. Establishes and implements maintenance protocols, and formulates a five-year capital project plan, including cost-benefit analyses. Manages the budget for the Building Services Unit, which includes planning for fleet replacement. Directs the fleet management program, creating and enforcing policies related to the use and maintenance of the District's vehicle fleet; authorizes maintenance and repair tasks; analyzes automotive fleet expenses, including transitioning to electric vehicles. Coordinates record retention initiatives for the District and serves as the Record Supervisor, ensuring adherence to the Local Records Act. Oversees garage operations at the Main Office Building. Manages print shop operations through subordinate supervisors. Supervises mail room and telephone switchboard functions. Assigns, oversees, and evaluates work; enforces District policies; conducts performance evaluations; assists in resolving employee issues; recommends employment actions such as hiring, transfers, promotions, or terminations.

Additional Responsibilities

Manages District-wide vending machine contracts. Oversees shared-space agreements. Performs other duties as required.

Work Environment

Typical office setting. Proficiency in using standard office equipment and computer systems is essential.

Required Knowledge, Skills, and Abilities

- Comprehensive understanding of HVAC systems, fire prevention systems, and other building operations. - Strong knowledge of capital project planning and financial management. - Expertise in contract management. - Familiarity with office management principles and practices. - Proficient in effective supervisory methods. - Understanding of fleet management principles. - Knowledge of records management practices. - Ability to design, implement, and manage comprehensive office service programs. - Skills in scheduling and coordinating work to meet deadlines. - Competence in planning, scheduling, and supervising others' work. - Ability to prepare and manage budgets effectively. - Strong oral and written communication skills.

Minimum Qualifications

A bachelor's degree from an accredited institution in business or public administration, engineering, or a related field, along with five years of experience in facilities management, including two years in a supervisory role.
