Fire Safety Plans Evaluator

Position Overview

The California State University, Office of the Chancellor, is in search of a Fire Plans Examiner responsible for conducting thorough evaluations of plans to ensure adherence to fire and life safety regulations as mandated by the Office of the State Fire Marshal (OSFM). This role will also oversee compliance with internal CSU policies related to fire and panic safety construction and may serve as a liaison with municipal fire departments.

Key Responsibilities

Under the guidance of the Deputy Director of Fire Safety, the Fire Plans Examiner will:

- Facilitate, coordinate, and monitor individual plan reviews to ensure timely and code-compliant outcomes. Act as a representative of the CSU Chancellor's Office to collaboratively address issues concerning fire and panic safety codes and regulations. This will involve utilizing OSFM and CPDC's project database software for tracking purposes.

- Engage with all relevant stakeholders. Coordinate fire safety reviews and approvals between CSU OFS and OSFM, whether directly or through authorized channels.

- Collaborate with the CSU Fire Safety Board (FSB) and external experts on fire safety and code compliance. The FSB will also provide peer review assessments for major capital projects undertaken by CSU.

- Advocate for effective design practices and promote compliance with codes to campus project design teams and external plan review consultants.

- Participate in comprehensive code compliance design reviews. Implement the fire safety plan review process at various locations as necessary to achieve effective and timely project approvals.

- Uphold and promote high standards for client service, resource utilization, workplace safety, professional growth, accountability, and continuous improvement. Communicate and disseminate exemplary campus practices across the system.

- Recommend new policies or modifications to existing fire and life safety policies to ensure compliance across CSU and its campuses. Continuously assess and implement procedures to enhance awareness of fire, life, and panic safety requirements.

- Assist in the development and delivery of training on CSU fire safety code compliance.

- Pursue ongoing education to maintain professional certifications and stay updated on changes to fire and building codes and related standards (e.g., NFPA, ICC, etc.).

Required Qualifications

This position necessitates:

- Educational background: A California Licensed Architect, Fire Protection Engineer, or a related bachelor's degree, or equivalent experience in design, compliance, or construction. Relevant certifications may include ICC Fire Plans Examiner, Building Plans Examiner, or Fire Inspector.

- Industry experience: A minimum of 3 years in the architectural, engineering, or construction sectors, with exposure to a diverse range of projects.

- Specific field experience: At least 3 years of experience in plan review, technical inspection, and supervision of construction projects, particularly regarding fire, life, and panic safety code compliance.

- A solid understanding of fire protection planning and management, including the integration of fire, life, and panic safety systems, as well as fire alarm and detection systems.

- Proficiency in California Building Code, California Fire Code, and relevant standards, including familiarity with NFPA requirements.

- Strong communication skills to effectively engage with diverse groups and senior management, including verbal and written communication, active listening, and critical thinking.

- Willingness to travel independently to fulfill job responsibilities, including local and statewide travel.

- Ability to apply sound judgment and problem-solving skills to analyze complex code compliance issues and facilitate timely resolutions.

- Excellent organizational and time management skills, with the capacity to prioritize tasks and manage multiple projects under tight deadlines.

Preferred Qualifications

- Certification as a Fire Prevention Officer III or Fire Marshal, or equivalent.

- Certification as an International Fire Code Inspector or equivalent.

- Completion of SFM training: Fire Inspector 1A-1D.

- Completion of SFM training: Plans Examiner 1A-1C, and Statutes and Regulations.
