Job Summary

We are seeking a highly skilled and experienced Associate General Counsel for Contracts and Procurements to join our team at the Texas Department of Motor Vehicles (TxDMV). As a key member of our Office of General Counsel, you will provide complex legal services regarding state purchasing and contracting, advising staff on contract and procurement laws, rules, and issues, and drafting, interpreting, and reviewing contracts and procurement documents.

Key Responsibilities
  • Provide complex legal services regarding state purchasing and contracting, including contract negotiation and dispute resolution.
  • Advise staff on contract and procurement laws, rules, and issues, including ethics and risk-management.
  • Draft, interpret, and review contracts and procurement documents, including information technology contracts and procurement solicitations.
  • Negotiate contracts and contract claims, and advise staff on intellectual property issues under potential and existing contracts.
  • Develop contracting procedures, templates, forms, policies, and other guidance utilized by TxDMV staff in procuring and entering into contracts and other agreements.
  • Research and analyze complex legal issues, and provide written and verbal analysis and recommendations to TxDMV staff and management.
Requirements
  • A Doctor of Jurisprudence/Juris Doctor degree from an accredited law school, with five (5) years of directly related experience as a practicing attorney specializing in procurement and contracting or related experience.
  • Licensed by the Supreme Court of Texas to practice law and a member in good standing with the State Bar of Texas.
  • Seven (7) years of recent and relevant experience as a practicing attorney, advising state governmental entities on procurement and contracting, preferably with experience in state construction projects procurements, information technology services procurements, and contracting through the Department of Information Resources (DIR) and the Shared Technology Services program.
