Amentum is seeking a highly skilled Subcontract Administrator II to join our team. As a key member of our procurement and subcontract management team, you will be responsible for ensuring the effective administration of subcontracts, from acquisition planning to closeout.
Key Responsibilities- Subcontract Administration: Coordinate, develop, and produce subcontract documentation, including subcontracts agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, and correspondence.
- Procurement Support: Assist in coordinating, developing, and producing procurement documentation, such as acquisition plans, source selection plans, and evaluation criteria, Request for Proposals, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.
- Subcontract Type Selection: Assist in selecting the appropriate subcontract type (FFP, CR, T&M, IDIQ, etc.) that is best suited for the prime contract, program needs, and overall risk profile.
- Proposal Evaluation: Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.
- Subcontract File Management: Develop and maintain subcontract files, monitor and track subcontractor deliverables, and review and process subcontract purchase requisitions.
- Compliance and Audit Support: Conduct subcontract file reviews in support of Government audits, ensure compliance with CPSR, FAR/DFARS, Agency-specific regulations, and Amentum policies and procedures for subcontracts and procurement.
- Cost Management: Monitor cost status, assist in cost management, and coordinate issue resolution with customers.
- Subcontract Closeout: Ensure the management of subcontract file(s), prepare and control of all modifications and correspondence, and close out subcontracts.
- Education: Bachelor's degree in Business Administration or related field, and three (3) years of experience in subcontracts, procurement, supply chain, or related field, or a Master's degree and up to two (2) years of experience. For this role, at least one (1) year of prior experience must be directly with subcontract administration.
- Experience: Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college.
- Skills: Excellent communication and basic negotiation skills, and working knowledge of Sharepoint, Microsoft Office Suite, and integrated software applications.
- Citizenship: US Citizenship is REQUIRED.
- Clearance: Active Secret Clearance is required to apply, but we prefer candidates with a TS/SCI Clearance or the ability to receive/maintain a TS/SCI clearance.
- ERP System Experience: Experience with Costpoint or similar ERP system, to include use of the purchasing module.
- Process Improvement: Process improvement experience in a recognized methodology (Lean Six Sigma, CMMI, ISO).
- Subcontract Type Knowledge: Knowledge of various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof).
