Job Overview
Turner & Townsend is in search of a skilled Lead Project Controls Specialist to oversee a dynamic, large-scale construction initiative within the Life Sciences sector.

The successful candidate will be proactive, demonstrating the ability to initiate and manage tasks with minimal oversight.

Key Responsibilities:
• Oversee Cost and Change Management, including the assessment of change orders, negotiation processes, and delay evaluations.
• Collaborate with the Project Manager to monitor and assess change orders.
• Manage contingency allocations.
• Conduct Budget Management and Monitoring.
• Process, track, and report on Invoice and Payment Applications.
• Update and maintain owner cost tracking systems.
• Coordinate weekly progress updates with the General Contractor.
• Generate monthly management reports.
• Provide analytical review reports.
• Create earned value assessments.
• Evaluate General Contractor's cost tracking documentation.
• Reconcile actual costs with Guaranteed Maximum Price (GMP) and Schedule of Values.
• Administer contracts, including retention, terms and conditions, insurance, allowances, contingencies, and incentives.
• Compile as-built cost estimates for benchmarking.
• Maintain a cost benchmarking database.
• Ensure accurate on-site records and document management.
• Track all essential project documents, including change orders, invoices, payments, and lien releases.
• Initiate the project closeout process well in advance of completion, typically two to three months prior.

• Define closeout documentation requirements; gather and monitor the receipt of all necessary closeout documents until finalized, including warranties, as-built drawings, and operation & maintenance manuals.

• Organize and participate in change control and cost meetings as necessary.
• Attend risk assessment meetings and maintain a risk log.
• Monitor, analyze, and report on schedule progress in the field (actual vs. forecast).
• Ensure adherence to Quality Assurance/Quality Control (QA/QC) protocols.

Essential Functions:
• Collaborate with project managers to create and sustain RFP/SOW/change order templates for various projects, assisting in the development of service agreements and SOWs as required.
• Follow up on proposals, reviews, and negotiations to ensure timely contract and purchase order execution.
• Develop delivery plans for owner-furnished equipment by coordinating with project managers, suppliers, and the commodity management team.
• Track the review, negotiation, and execution of proposals and contracts. Manage and coordinate supplier delivery plans to meet project demands.
• Provide updates on the progress and status of long-standing SOWs. Facilitate the closure of purchase orders at project completion and monitor work order statuses.
• Regularly review financial reports to ensure alignment with budget objectives, reconciling project charges against approved contracts, and assist in gathering data related to unit costs across sites.
