Role Significance:
This position offers a unique opportunity for an Estimating Manager to become a vital part of a broader team, playing a key role in guaranteeing that projects are financially sound and competitive. Your expertise will be instrumental in securing profitable contracts and ensuring project delivery within budget across various project life cycles, including risk assessment, benchmarking, portfolio optimization, value management, and benefits realization.
Key Responsibilities:
- Ensure that professional and consistent cost engineering management systems are in place to meet project requirements and quality standards.
- Drive continuous improvement through cost engineering methodologies, identifying inefficiencies and opportunities for cost optimization.
- Monitor and analyze data to identify challenges, providing recommendations to resolve issues and ensure KPIs are met.
- Review and interpret economic trends, assessing risks and cost implications.
- Utilize cost methodologies to prepare and maintain accurate and reliable data.
- Provide strategic insights and reports to share with broader teams as needed.
- Report on target achievements and identify necessary actions.
- Manage, mentor, and develop a high-performing cost estimating team that delivers best practices and continuous improvements.
- Cultivate strong relationships with internal and external stakeholders to ensure optimal performance.
- Collaborate closely with the Commercial and Procurement teams to maximize strategies.
- Work with the wider team to manage KPI delivery, program performance, cost control, and value engineering.
- Contribute to the development and implementation of best practices in cost estimating, including vision, strategy, policies, processes, and procedures.
- Stay informed about changes and support stakeholders with project modifications, ensuring all associated costs are tracked against the budget.
- Enhance the accuracy of forecasts and budgets.
- Oversee contractor quotations and manage contract changes effectively, ensuring adherence to governance and best practices.
- Assist the wider team in negotiations to challenge quotation prices and achieve cost reductions.
Qualifications:
- Ideally degree qualified (or equivalent) in a relevant field.
- Membership or progress towards an appropriate professional body is preferred.
- Significant experience in estimating within the water or utility sector.

- Excellent communication skills with the ability to build and maintain strong relationships internally and externally.
- Proven management capabilities to optimize team performance and development.
- Strong commercial and financial understanding.
- Highly developed analytical abilities.
