POSITION HIGHLIGHTS

  • This is a full-time position, following a first shift schedule, on-site, requiring 40 hours per week, Monday through Friday, with on-call/standby responsibilities.
  • The role will involve routine travel throughout the state.

YOUR ROLE

The Environmental Protection State Parks Operations Supervisor is responsible for managing a team that executes a variety of complex tasks related to the State Park Division's field operations in the eastern region. This leadership position requires close collaboration and communication with multiple departmental programs, including:

  • Engineering and field support operations;
  • Law enforcement;
  • Project management;
  • Environmental conservation and natural resource management.

Connecticut's network of state parks and forests, state boat launches, and waterways offers numerous recreational opportunities for both residents and visitors, including camping, fishing, hiking, boating, and picnicking.

In this capacity, you will establish and maintain relationships with various external partners and stakeholders, including community groups, non-profits, and other outdoor recreation organizations.

JOB CLASS PURPOSE

This role is accountable for supervising staff engaged in a variety of complex assignments related to field operations within the Department of Energy and Environmental Protection.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees, and reviews staff work;
  • Provides training and assistance to staff;
  • Conducts performance evaluations;
  • Determines priorities and plans work in the area;
  • Establishes and maintains operational procedures;
  • Develops or recommends policies and standards;
  • Acts as a liaison with other units, agencies, and external officials;
  • Prepares reports and correspondence, including facility condition reports;
  • Supervises development and maintenance projects on state-owned properties;
  • Analyzes operations and recommends improvements;

  • Acts as a department representative;
  • May assist in preparing land acquisition and development plans;
  • Performs related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Extensive knowledge of agency policies and procedures, relevant laws, and the principles of facility and park operations;
  • Knowledge of land use planning and recreational law enforcement;
  • Strong interpersonal, oral, and written communication skills;
  • Ability to initiate and oversee projects, read blueprints, and prepare reports;
  • Supervisory capabilities.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the operation, development, and maintenance of natural resource programs and facilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College coursework in civil engineering or natural resources management may substitute for experience on a basis of 15 semester hours equaling 6 months of experience, up to a maximum of 4 years for a Bachelor's degree.
  • A Master's degree in civil engineering or natural resources management may substitute for one additional year of experience.

PREFERRED QUALIFICATIONS

  • Experience in developing and implementing staff training programs;
  • Proficiency in Microsoft Word, Excel, and Outlook;
  • Experience in conflict management and team building;
  • Experience in overseeing and reviewing staff work;
  • Experience in parks and recreation policy development;
  • Experience in coordinating equipment and personnel utilization;
  • Experience in construction and maintenance methods;
  • Experience in land use planning;
  • Experience in recreational law enforcement;
  • Experience in initiating infrastructure projects.

SPECIAL REQUIREMENTS

  • Travel may be required for this position.
  • A valid Motor Vehicle Operator's license may be necessary.
