Records Management Specialist

The Veterans Health Administration (VHA) is implementing a modernized approach to Human Resource (HR) functions, consolidating key services at the Veterans Integrated Services Network (VISN) level. This initiative aims to enhance HR service delivery, addressing the diverse needs of the VISN workforce and aligning with management's expectations regarding staff acquisition, retention, compensation, and performance.
Eligibility
- Career transition candidates (CTAP, ICTAP, RPL) - Federal employees classified as 'surplus' or 'displaced'.
- Family members of overseas employees - Relatives of federal employees or uniformed service members working abroad.
- Current or former competitive service federal employees.
- Current excepted service federal employees.
- Current federal employees of this agency.
- Former term or temporary federal employees of land or base management agencies.
- Military spouses.
- Veterans.
Current permanent employees of the Department of VA on career appointments, including Title 38 and Hybrid Title 38 employees, are eligible. This includes former competitive civil service employees eligible for reinstatement and veterans under the Veterans Employment Opportunities Act (VEOA).
Key Responsibilities
The Records Officer serves as the primary authority and senior advisor on federal records management and information governance across all media types. Key responsibilities include:
1. **Policy Development**: Formulating and implementing records management policies and procedures.
2. **Strategic Oversight**: Conducting strategic analysis and planning to enhance program outreach and training initiatives.
3. **Compliance Assurance**: Ensuring adherence to federal records management regulations, including the VHA Records Control Schedule and the Privacy Act.
4. **Metrics Development**: Creating and utilizing records management metrics, dashboards, and audits to identify and address potential issues.
5. **Site Evaluations**: Conducting assessments of outpatient clinics and contracted facilities to evaluate records management effectiveness.
6. **Reporting**: Compiling detailed assessment reports and corrective action plans for management review.
7. **Training Promotion**: Advocating for best practices in records management and information governance throughout the Health Care System.
Work Schedule: Monday - Friday
Qualifications
To qualify for this position, candidates must meet specific experience and education requirements, including specialized experience or advanced education in a related field.
Physical Requirements
The role primarily involves sedentary work but may require occasional walking, standing, and lifting of records or files.
