Description

The Utilities Program Engineer will oversee municipal utility engineering initiatives, which encompass water, wastewater, stormwater design, development review, as well as construction oversight and inspection.

Key Responsibilities
  • Conduct preliminary evaluations of studies, project designs, plans, specifications, estimates, reports, and standards related to utility project construction, maintenance, and operation.
  • Engage with contractors, developers, and consulting engineers regarding plans and developments associated with municipal utility infrastructure.
  • Assess plans for adherence to municipal standards.
  • Act as the division contact for project inquiries concerning budget, schedule, program, and reporting.
  • Serve as a liaison for various County organizations regarding federal, state, and local funding opportunities.
  • Manage specific contracts and assist section managers in contract oversight.
  • Coordinate projects with City departments and external stakeholders, including consultants, vendors, and contractors, ensuring review and revision of scopes of work, proposals, purchase orders, requisitions, and invoicing.
  • Evaluate development submissions for compliance with municipal standards and collaborate with the administrative team to streamline application processing.
  • Facilitate project progress through contract review, bidding, RFP processes, and all phases of contract completion as necessary.
  • Oversee the review of project As-Builts and coordinate with the development of City utility maps and GIS programs.
  • Lead pre-construction meetings with consulting engineers to ensure compliance with City policies and expectations during development activities.
  • Assist in the formulation of the City's annual capital improvement program.
  • Provide engineering guidance to inspectors to ensure adherence to construction standards.
  • Support staff and/or vendors in managing the purchasing process for projects.
  • Review and authorize monthly invoices from consulting firms or vendors for assigned projects.
  • Draft correspondence for signatures.
  • Prepare project status reports on a weekly and monthly basis.
  • Develop and create various division documents, reports, and project-related materials.
  • Perform additional duties as assigned.

Qualifications

Education/Experience
  • Bachelor's Degree in Civil Engineering, Project Management, Business Administration, Finance, Public Administration, Urban Planning, Information Technology, or a related field is required. Alternatively, candidates may qualify with a minimum of eight (8) years of relevant experience.
  • PE or Engineering Intern/Engineer in Training (EIT) preferred.
  • Experience in utilities and public works engineering projects is essential.
Minimum Qualifications
  • Familiarity with budget, finance, and project management information systems.
  • Understanding of automated project management documentation, tracking, and control processes.
  • Knowledge of design and construction methodologies.
  • Awareness of laws and regulations related to civil engineering, municipal improvements, and public works projects.
  • Comprehension of general management practices and principles.
  • Insight into public administration and project management principles and procedures.
  • Ability to identify, analyze, and resolve problems effectively.
  • Strong interpersonal, communication, team-building, facilitation, networking, and negotiation skills.
  • Capability to coordinate, lead, and supervise work performed by others.
  • Proficiency in computer applications and software, including Windows, Microsoft Office, Internet, Adobe Acrobat, GIS, and AutoCAD.
  • Ability to respond tactfully and appropriately to inquiries from the public, developers, builders, and other departments or agencies.
  • Skill in coordinating and resolving issues arising during project delays in business, operations, or construction activities.
