Position Overview:
Seneca Global Services, LLC is seeking a Senior Planning Analyst to support various programs within the Office of Human Services Emergency Preparedness and Response (OHSEPR) at the Administration for Children and Families. This role is essential for ensuring effective emergency management practices across all OHSEPR initiatives.

Key Responsibilities:
The Senior Planning Analyst will be responsible for:

  • Developing and implementing emergency management standards and procedures to mitigate risks.
  • Creating comprehensive emergency management policies and conducting risk assessments.
  • Evaluating compliance with established emergency management directives and regulations.
  • Providing expert advice on preparedness and response strategies for disasters.
  • Formulating plans to maintain essential functions during emergencies.
  • Coordinating and executing exercises in line with the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Facilitating major activities to ensure operational continuity during incidents.
  • Designing operational concepts for casualty management and public health emergencies.
  • Analyzing activities related to Continuity of Operations and emergency planning.
  • Engaging stakeholders to enhance disaster resilience and response capabilities.
  • Delivering training and exercises for emergency preparedness.
  • Managing emergency management program components during responses.
  • Integrating diverse populations into emergency preparedness efforts to ensure equitable access.
  • Assessing resource needs and capacities for emergency operations.

Qualifications:
To be considered for this position, candidates must possess:

  • A bachelor's degree with a minimum of 10 years of relevant experience, or a master's degree with 6 years of experience.
  • Proven experience in directing emergency response and recovery planning.
  • Expertise in advising senior leadership on emergency management initiatives.
  • Ability to conduct executive-level program analyses to enhance operational effectiveness.
  • Experience in providing guidance to internal and external stakeholders on complex emergency management issues.
  • Proficiency in productivity tools such as MS Office Suite for data analysis and reporting.
  • Strong organizational skills to manage multiple tasks efficiently.
  • Experience in supervising technical and administrative teams.
