Lynker is on the lookout for a skilled professional to take on the role of Program Coordinator and Executive Support Specialist, providing essential assistance to the National Oceanic and Atmospheric Administration's (NOAA) Office of Response and Restoration (OR&R).

OR&R serves as a pivotal center of expertise dedicated to preparing for, assessing, and addressing threats to coastal ecosystems, including incidents such as oil and chemical spills, hazardous waste releases, marine debris, and other environmental disasters.


Key Responsibilities:


As the Program Coordinator and Executive Support Specialist, your duties will encompass:

  • Analytical Coordination: Act as an analyst and coordinator for specific OR&R programs, policies, and communication initiatives, collaborating closely with office leadership and subject matter experts.
  • Legislative Strategy Development: Formulate and execute an innovative legislative strategy to enhance awareness of OR&R's core capabilities among congressional members and external stakeholders. Prepare and maintain legislative briefing materials and responses to inquiries from Congress. Monitor legislative progress and review draft legislation or testimonies.
  • Support for Administration Initiatives: Collaborate with NOAA and other partners to develop messaging, produce materials, and participate in briefings as necessary.
  • Information Request Management: Track and review inquiries from NOAA leadership and Congress, coordinating and drafting responses to various information requests regarding OR&R programs, products, and services.
  • Stakeholder Engagement Leadership: Lead stakeholder engagement efforts, refining and tracking the OR&R engagement plan, and creating opportunities for collaboration with stakeholders aligned with OR&R priorities.
  • Planning and Budgeting: Represent OR&R in strategic planning and budget formulation processes, supporting long-term budget planning exercises.
  • Communications and Outreach: Assist in various communication roles, contributing to the development and execution of the annual OR&R Outreach Operational Plan, and creating outreach materials such as brochures, fact sheets, and reports.
  • Leadership Support: Aid in the creation of presentations, talking points, and briefing packets to support OR&R messaging and enhance submissions to NOAA.
  • Executive Secretariat Duties: Serve as the Executive Secretariat for the OR&R Management Team, managing meeting schedules, logistics, and records.


Qualifications:


The ideal candidate will possess:

  • A Master's or Bachelor's degree in public policy, environmental science, or a related field, along with a minimum of three years of experience in a communications or outreach role.
  • Preferred legislative experience.
  • A self-motivated, creative, and energetic approach, with the ability to work both independently and collaboratively.
  • Exceptional written and verbal communication skills.
  • Strong organizational skills and meticulous attention to detail.
  • Experience in budget formulation.
  • Ability to translate scientific information for public understanding and proficiency in copy-editing.
  • Familiarity with diverse communication strategies, including the development of written materials, press releases, and web content.
  • Capability to manage multiple projects simultaneously, meet deadlines, and adapt to shifting priorities.
