This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


During the
NY HELPS Program, this role may be filled through a non-competitive appointment, meaning no examination is necessary; however, all applicants must meet the minimum qualifications for the title they are applying for.

Accountant Trainee 1 (Hiring Rate $52,198) -

Accountant Trainee 2 (Hiring Rate $58,247) - A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses, along with one year of professional experience in accounting/auditing or financial internal or field auditing, where the candidate was responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, leading to the preparation of or recommendations on financial statements in accordance with generally accepted accounting principles.

A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.


Senior Accountant (Hiring Rate $65,001) - A bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses, plus two years of professional experience in accounting/auditing or financial internal or field auditing, where the candidate was responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, leading to the preparation of or recommendations on financial statements in accordance with generally accepted accounting principles.

A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where the candidate was responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, leading to the preparation of or recommendations on financial statements in accordance with generally accepted accounting principles, or a currently valid Certified Public Accountant license and registration issued by New York State.



C QUALIFICATIONS:

Individuals certified as eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered.

COMPETITIVE MINIMUM QUALIFICATIONS:

CIVIL SERVICE LIST APPOINTMENT:
Candidates must be reachable on the appropriate Civil Service eligible list.

OR

TRANSFER QUALIFICATIONS:

Candidates must have one year of permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 52.6 or 70.1 of the Civil Service law.


To be eligible for a 70.4 transfer, a candidate must have one year of permanent, competitive service in a position allocated to a grade 12 or higher, a bachelor's degree or higher in accounting, auditing, or taxation
OR 24 credit hours in accounting, auditing, or taxation and have standing on the most recent PCO exam.

Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.


Duties Description Under the supervision of an Associate Accountant, the Senior Accountant will be tasked with the following responsibilities:
*Gather data on the activities in the T0001 and 60695 funds on a weekly and monthly basis and analyze for accuracy to ensure that monthly financial reporting provided to management is correct.
*Examine the bi-annual STIP data to ensure the appropriate allocation is updated in the 60695 Assessment Fund.
*Review self-insurance deposit account coding that the deposit desk will utilize for entry into the Statewide Financial System (SFS).
*Evaluate requests for self-insurance payment requests, both bulk and manual in SFS.
*Review, analyze, and monitor files submitted by Third Party Administrators (TPAs).
*Ensure that files submitted by TPAs are timely, complete, and accurate.
*Oversee approved spending by the TPAs for Special Funds and Self-Insurance and review expenditures to identify discrepancies, determine reasons for the differences, and collaborate with the Workers' Compensation Board's program staff, Finance Office, and TPAs to resolve issues, ensuring timely report approvals.
*Generate various reports and queries in SFS.
*Execute monthly general ledger journal entries.
*Demonstrate strong communication, organizational, and analytical skills.
*Effectively manage multiple tasks.
*Possess working knowledge of Statewide Financial System or PeopleSoft, and Microsoft Office Suite (Access, Excel, and Word).

Additional Comments:
A hybrid telecommuting schedule may be discussed with the hiring manager during the interview.
