As a Senior Onboarding Specialist, you will play a critical role in ensuring a seamless onboarding experience for new hires, transfers, and civil service processing. Your expertise will be instrumental in reviewing employment documents, partnering with the Background Investigation Coordinator, and handling HR tasks in the absence of supervision.

Key Responsibilities

Handle onboarding of new hires, transfers, and civil service processing
Partner with the Background Investigation Coordinator to ensure all required background checks are completed
Assist with HR tasks in the absence of supervision
Contact candidates to schedule OHS appointments, extend preliminary offers, and send onboarding documents
Follow up with potential candidates regarding document submission and field HR-related questions
Act as the point of contact between the candidate and the hiring departments
Review onboarding documents for completeness, including I-9, E-Verify, and work/education verification
Process employment actions in PeopleSoft (new hires, promotions, salary adjustments, data changes, etc.) and send corresponding notification letters
Ensure tasks are completed accurately and timely, and may perform transactional work in the absence of others
Support and supervise other HR staff, including double-checking qualifications, background, etc.
Ensure all relevant HR practices and policies are being followed
Ensure relevant positions are filled via the civil service hiring process and that all civil service regulations are adhered to
Maintain accuracy and integrity of PeopleSoft (HR system of record for employee data); ensure all personnel files are maintained, including via OnBase system
Ensure all onboarding is done following standard work and policy, including obtaining all relevant clearances as part of the background investigation process
Contribute to the maintenance of reports, including the pipeline
Assist with filing of personnel-related documents
Assist with system-wide initiatives, including onboarding, promotions, and transfers
Liaise/point of contact between HR and Nursing department to ensure all transactions are managed in a timely manner
Serve as a project manager for onboarding progress weekly reporting in the Nursing Unit
Assist with staff training and development in the onboarding progress
Assist with orienting new staff and provide support through training
Perform other related confidential duties as assigned

Requirements

A Baccalaureate Degree in Management, Economics, Business Administration, Public Administration, Psychology, or related field, with emphasis on personnel administration, employee and management relations, or related discipline from an accredited college or university
Five years of experience in personnel management, employee relations, management, or public administration, with at least three years of progressively responsible experience in personnel management, employee relations programs, administration, and benefits in a large public or private organization
Comprehensive knowledge of theory and principles and their application to personnel administration in employee relations, including aspects of training, employee development, labor relations, knowledge of research design trends, and developments in personnel, employee relations, and general management fields
A satisfactory equivalent of education, training, and experience

Preferred Qualifications

At least five years of prior HR experience in a public agency or governmental sector, with at least one year of experience in onboarding
MS Office
Oracle PeopleSoft
Transactional Human Resources experience, including onboarding
Working knowledge of PeopleSoft
Strong customer service skills
Working knowledge of Microsoft Office products
Strong interpersonal and relationship-building skills
Analytical and creative problem-solving skills
Solid Time management skills and the ability to work under pressure with tight deadlines
Ability to learn and apply new information
Ability and willingness to work extended and flexible hours as needed to accomplish goals
Experience working with union workforce
Experience and understanding of civil service administration process
Ability to work in a collaborative team environment and work within aggressive timeframes
