Job Summary

We are seeking a highly skilled Senior Contract Specialist and Technical Leader to join our team at the Department of Health and Human Services. As a key member of our procurement team, you will be responsible for providing guidance and monitoring on all acquisitions assigned to the team, ensuring technical quality and achievement of key milestones throughout the entire acquisition process.

Key Responsibilities
  • Review incoming requests for contracts to determine the proper method of acquisition based on the appropriate regulations and policies.
  • Provide guidance in the development of procurement requirements to prepare a solicitation package.
  • Ensure proper implementation of Federal procurement laws and policies to complex work assignments.
  • Analyze Congressional inquiries involving procurements and prepare appropriate responses based upon knowledge of procurement operations.
  • Coordinate, assist, and guide in the development of complex procurement requirements, and translate these needs into comprehensive solicitation packages.
  • Serve as a liaison with high-level officials and technical personnel of other agencies on matters related to contracts.
  • Consult on the procurement process at high-level meetings and conferences.
Requirements
  • Must be a U.S. Citizen or National.
  • Must be subject to a background and suitability investigation.
  • Must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
  • Must possess a FAC-C Professional (Formally known as FAC-C Level I, II, III) certificate.
  • Possession of a Contracting Officer (CO) Warrant is preferred for this position.
Qualifications

To be eligible for this position, you must meet the following qualifications:

  • Have at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
    • Reviewing incoming requests for contracts to determine the proper method of acquisition based on the appropriate regulations and policies.
    • Providing guidance in the development of procurement requirements to prepare a solicitation package.
    • Ensuring proper implementation of Federal procurement laws and policies to complex work assignments.
  • Be FAC-C Professional certified (Formally known as FAC-C Level I, II, III certified).
Education

In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

  • Completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions.
  • Have a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
    • Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
