Job Summary

We are seeking a highly skilled and experienced Lead Contracting Management Specialist to join our team at the Department of Health and Human Services. As a key member of our contracting team, you will be responsible for providing technical oversight of contractor performance, resolving budget and performance issues, and leading teams in completing projects related to contracting and budgeting.

Key Responsibilities
  • Provide technical oversight of contractor performance to ensure compliance with contractual requirements and agency policies.
  • Resolve budget and performance issues of contractors to minimize risks and maximize benefits.
  • Lead teams in completing projects related to contracting and budgeting, including developing and implementing contracting strategies and managing budgets.
  • Advise and brief senior leadership on the contracting and budgeting process, including providing recommendations and strategic options for accomplishing program goals.
  • Maintain certification as a Contracting Officer Representative (COR) Level III and stay up-to-date with the latest contracting policies and procedures.
Requirements
  • One year of specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
  • Providing technical oversight of contractor performance.
  • Resolving budget and performance issues of contractors.
  • Leading teams in completing projects related to contracting and budgeting.
  • Advising and briefing senior leadership on the contracting and budgeting process.
Preferred Qualifications
  • Current Federal Acquisition Certification for Contracting Officer's Representative Level III (FAC-COR Level III).
  • Experience with contracting and budgeting policies and procedures.
  • Strong leadership and communication skills.
