Job Summary:

We are seeking a highly skilled and experienced Program Manager II to join our team at the Texas Department of Aging & Disability Services. The successful candidate will be responsible for managing the daily program activities of the Newborn Screening Thyroid Team, working closely with the Nurse Team Lead to ensure professional follow-up of infants and children with clinically significant abnormal screens identified through the Newborn Screening Program process.

Key Responsibilities:
  • Manage the daily program activities of the Newborn Screening Thyroid Team, including monitoring and ensuring daily workloads are addressed.
  • Work closely with the Nurse Team Lead to ensure professional follow-up of infants and children with clinically significant abnormal screens identified through the Newborn Screening Program process.
  • Coordinate with the Unit Director, medical director, laboratory staff, and medical consultants regarding Newborn Screening activities and issues.
  • Continuously monitor and oversee quality assurance activities conducted by the Nurse Team Lead to ensure appropriate clinical care coordination and follow-up.
  • Plan and conduct regular team meetings to ensure adherence to protocols, policies, and procedures.
  • Evaluate program effectiveness and develop/implement recommendations for improvement.
  • Participate in policy, procedure, and protocol development, implementation, and modification on a regular basis.
  • Supervise and perform all hiring and performance-related duties for the team.
  • Ensure that all staff receive required training and address all personnel issues in a timely manner.
  • Provide mentoring and coaching to all staff as necessary.
Requirements:
  • Knowledge of disorders screened for by the Newborn Screening Program.
  • Knowledge of public health rules and regulations, and public health services in Texas.
  • Skills in program planning and implementation, evaluating program effectiveness, managing and providing leadership to professional and entry-level staff, problem-solving and decision-making, building and maintaining effective interpersonal work relationships, program management, utilizing computer systems, databases, document creation, and spreadsheets, collecting and analyzing data.
  • Ability to motivate others to accomplish goals, communicate effectively both verbally and in writing, work productively with people from varying socioeconomic groups, educational, and cultural backgrounds, solve problems and work independently, develop protocols and procedures for program operations, evaluate and conduct quality assurance activities related to clinical care coordination or other healthcare-related program activities, establish goals, objectives, organize workloads, and set priorities to meet deadlines, develop and evaluate administrative policies and procedures, communicate with others to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints, effectively interact with others in political/stressful situations, coach employees to develop their capabilities, including providing encouragement and training to improve job performance, problem-solve, multi-task, and be organized, track multiple activities with competing priorities.
