Overview

SAIC is in search of a Senior Strategic Officer to assist the Principal Deputy Assistant Secretary of Defense in Critical Technologies (PDASD(CT)) within the Office of the Under Secretary for Research and Engineering (OUSD(R&E)). The Senior Strategic Officer will play a crucial role in the creation and upkeep of deliverables that facilitate management decision-making, strategy formulation, initiative identification, action tracking, and the organization of meetings and workshops.

This position offers a hybrid remote work arrangement.

Key Responsibilities:

  • Formulate, propose, and execute enhancements to existing procedures and policies to boost operational efficiency; establish new standard operating procedures (SOPs).
  • Provide organizational oversight, including staffing assessments; assist in director-level organizational evaluations (gather feedback from personnel); offer recommendations on staffing efficiencies to meet organizational objectives.
  • Collaborate with front office personnel (e.g., workflow manager, legislative affairs) to evaluate the implications of taskers and new legislation/policies on the organization; aid in the development and monitoring of taskers/action items assigned to the organization to ensure timely feedback and approval from senior leadership.
  • Assess and advise on the organization, methodologies, and protocols for delivering administrative support systems such as records, communications, directives, forms, files, and documentation (e.g., enhance organizational and project-level data for improved searchability and sharing).
  • Analyze management information needs to create program or administrative reporting systems, including system specifications, data collection and analytical methods, and evaluation techniques.
  • Advise on knowledge management technology where relevant (e.g., recommend potential benefits/uses of automation to enhance the efficiency of administrative support or program operations).
  • Prepare monthly reports/briefings on significant activities with an emphasis on measurable progress; evaluate the effectiveness of projects and processes.
  • Coordinate and facilitate both internal and external communications on a diverse range of topics, including internal and external tasks, program reviews, meetings, congressional events, invitations, speaking engagements, and resources.

Qualifications

Required Clearance:

  • Active TS/SCI clearance
  • US citizenship

Required Qualifications:

  • Bachelor's degree with fifteen (15) years of experience; Master's degree with thirteen (13) years of experience
  • Additional years of experience may be considered in lieu of a degree
  • Demonstrated leadership, problem-solving skills, adaptability, initiative, and a proven ability to collaborate effectively with Senior Executives
  • Exceptional communication abilities
  • Experience in drafting white papers, briefings, correspondence, and reports
  • Outstanding organizational, team-building, and interpersonal skills
  • Extensive experience within high-level organizations

Desired Qualifications:

  • Master's degree
  • Familiarity with JCIDS, PPBE process, POM cycle, CATMS/TMT or other tasking systems, and Adaptive Acquisition Framework
  • Strong understanding of organizational structures at the OSD level and knowledge of the National Defense Strategy and DoD Modernization areas
  • Graduate of a Senior Service College
