About the Position:
The City and County of San Francisco is seeking a highly experienced and skilled Captain of Investigations to lead the SFDA Bureau of Investigations. As a key member of the District Attorney's Office, the successful candidate will oversee the operations of the Bureau, directing the work of subordinate staff and ensuring compliance with established policy and procedures.
Key Responsibilities:
- Direct the operations of investigative units in accordance with Bureau and Department policy and procedures;
- Plan, organize, and supervise the work of subordinate staff;
- Manage personnel matters within the Bureau of Investigations;
- Investigate citizen complaints involving investigative staff;
- Supervise and meet with subordinate staff regularly to discuss staff and unit activity;
- Ensure compliance with established policy and procedures;
- Ensure adequate staffing/resources for the daily operations of the Bureau of Investigations;
- Conduct Internal Affairs investigations;
- Meet and confer with the Chief of Investigations regarding hiring, promotions, and transfers of investigative personnel;
- Review arrest/search warrants and operations plans, serves as a field supervisor and commander during the service of search and arrest warrants;
- Create and implement emergency and safety plans for the Office;
- Conduct threat assessments on individuals that may pose a threat to staff or the appointing officer;
- Supervise investigative staff assigned to the executive protection team;
- Conduct investigations, as assigned, including cases of a highly sensitive and complex nature; prepares detailed reports of investigative findings for oral and written presentation;
- Perform related duties and responsibilities as assigned.
Requirements:
- Possession of some combination of education of the collegiate level in criminology, penology, police science, or a closely related field and responsible criminal investigative experience totaling eight (8) years, of which (2) years must include supervisory experience;
- Possession of California Peace Officer Basic (or higher) Certificate (pursuant to California Penal Code Section);
- Possession of a valid California Driver's license prior to appointment and meet and maintain driving requirements for the City & County of San Francisco.
Desirable Qualifications:
- Possession of California Peace Officer Supervisory Certificate;
- Knowledge of the Peace Officer Bill of Rights;
- Knowledge of the principles and practices of supervision, law enforcement leadership, and organizational behavior;
- Knowledge of criminal and civil law pertaining to cases in the jurisdiction of the District Attorney, including laws of arrest, search and seizure, rules of evidence, courtroom practices, and procedures;
- Experience working in an investigative capacity for a District Attorney's Office.
Supplemental Employment Information:
- Incumbent may be assigned to work outside of normal office hours;
- Incumbent may have to travel outside of the county, state, or country on official business.
Condition of Employment: Security Clearance. Candidates for employment with the District Attorney's Office are required to undergo a background investigation to determine suitability for employment in the classification and Office. Failure to maintain security clearance may be the basis for termination from employment with the District Attorney's Office.
Selection Procedure: Applications will be screened for relevant qualifying experience. Additional screening mechanisms may be implemented in order to determine candidates' qualifications. Only those applicants who most closely meet the needs of the Office will be invited to participate in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement in the process. Additional supplemental materials may be requested during the recruitment process.
