The Financial Management Supervisor is responsible for delivering comprehensive Financial Management (FM) Services for Base Operations Support (BOS) activities related to Non-Appropriated Funds (NAF). NAFs are essential for supporting various NAF Instrumentalities (NAFIs), which are categorized into A, B, and C, each with specific funding regulations. Category A is funded solely by Appropriated Funds (APFs), while Category B utilizes a mix of APFs and NAFs, and Category C is exclusively financed through NAFs.
Key Responsibilities- Act as the primary liaison between the Base Force Support Squadron (FSS) and the Support Services Center (SSC), ensuring compliance with Generally Accepted Accounting Principles (GAAP), Air Force regulations, NAF Transformation (NAF-T), and relevant policies.
- Oversee the preparation and review of all accounting reports related to project-specific tasks, ensuring adherence to financial standards and company requirements.
- Generate financial indicator reports that provide insights into operational performance, including ratios, trends, and forecasts.
- Conduct thorough reviews of NAF Subsidiary Accounts and Financial Statements prior to monthly closing.
- Implement the responsibilities outlined in the AF Services Financial Management System (AFSFMS) Users Guide.
- Manage NAF budgeting processes, including the development of income and expense reports, cash flow statements, and NAF Requirements Budgets (NRBs) for approval by the NAF council.
- Monitor and reconcile construction project finances within FSS activities.
- Prepare financial presentations as necessary.
- Deliver quarterly financial analyses to the Family Support Resources (FSR) team.
- Compile and submit Capital Expenditure Budgets and Income and Expense Budgets on a quarterly basis.
- Address and resolve accounting discrepancies and reporting issues in collaboration with the RMFC and Activity Managers.
- Prepare General Ledger Adjustment Forms (GLAF) for necessary accounting modifications.
- Provide accounting support for reconciliations related to RMFC and Activity Manager programs.
- Education and Certifications: A Bachelor’s degree in accounting or finance is required; an MBA or CPA certification is highly preferred. Relevant experience may substitute for educational requirements.
- Experience: A minimum of 3-5 years of supervisory or managerial experience in accounting is essential.
- Skills: Proficient knowledge of automated financial systems is required, with specific expertise in QuickBooks being advantageous.
- Supervisory Responsibilities: Responsible for managing a team of up to 3 employees, with overall accountability for NAF general accounting.
- Working Conditions: The role may involve both indoor and outdoor environments, with exposure to varying weather conditions.
- Physical Requirements: This position may require occasional lifting of up to 10 pounds and prolonged periods of sitting. Compliance with safety regulations and the use of personal protective equipment (PPE) may be necessary.
