The State of Montana's Department of Public Health and Human Services (DPHHS) is seeking a dedicated professional for the position of Medicaid Program Officer within the Behavioral Health and Developmental Disabilities Division. This role is crucial in ensuring that the 1915(c) and 1915(b) Home and Community Based Services Medicaid Waivers deliver extensive habilitation and support services to eligible individuals with developmental and intellectual disabilities.

Key Responsibilities

The Medicaid Program Officer will:

  • Design, implement, evaluate, and modify the 1915(c) and 1915(b) Waivers and State Plan Amendments (SPAs) to guarantee efficient and precise management of applications.
  • Collaborate with quality assurance teams, qualified service providers, contractors, and state personnel to enhance service delivery.
  • Engage with stakeholders and the Centers for Medicare and Medicaid Services (CMS) to ensure compliance and best practices.
  • Conduct outreach initiatives to inform and involve stakeholders in the program.
  • Develop and revise Administrative Rules of Montana as necessary.
  • Oversee the performance of DDP qualified Waiver providers to ensure quality service delivery.

Required Qualifications

  • Fundamental understanding of Medicaid systems.
  • Familiarity with the disability service framework, target demographics, conditions, and reimbursement mechanisms.

  • Strong organizational and planning abilities with meticulous attention to detail.
  • Minimum qualifications include a Bachelor's degree in human services (such as counseling or social work), business or public administration, human development/behavioral science, or related fields, along with two years of relevant program management experience, preferably in healthcare. Alternative combinations of education and experience may be considered on a case-by-case basis.
