Homeland is in search of a Facility Operations Supervisor for a grant-supported role at a newly established site. This position entails overseeing and guiding a team at a 90-bed permanent housing facility. Key responsibilities include providing direction, managing asset oversight, and addressing urgent repair needs. Flexibility for early mornings, evenings, weekends, and emergency situations is essential. The supervisor will lead a team of four staff members.

Key Responsibilities

  • Design and execute processes for the upkeep of permanent supportive housing and emergency shelter facilities.
  • Ensure adherence to relevant regulations, including NHTF, HUD guidelines, and local safety standards.
  • Promptly address all property management concerns.
  • Serve as a subject matter expert, developing strategies and plans to tackle identified challenges and briefing management with insights and solutions for informed decision-making.
  • Engage with city agencies, community organizations, the public, and other stakeholders regarding significant issues related to the housing and shelter facilities.
  • Create and enforce policies, procedures, best practices, and control measures for operational efficiency.
  • Implement strategies to enhance operational effectiveness and evaluate the success of initiatives.
  • Develop plans to ensure compliance with regulations at the housing facility, monitor adherence, and propose enhancements.
  • Oversee financial operations, including the creation of the annual budget, tracking financial activities, and preparing necessary budget reports.
  • Compile comprehensive annual reports outlining progress towards objectives and achievements of the housing and shelter facilities.
  • Manage the onboarding process for staff assigned to the housing and shelter facilities.
  • Continuously assess staff procedures and recommend improvements as needed.
  • Collaborate with the managing agency on inspection and enforcement matters as required.
  • Review and assess reports from all inspections.
  • Interpret and enforce regulatory codes.
  • Investigate serious complaints and assist with complex issues.
  • Perform administrative functions.
  • Provide budget recommendations for personnel, materials, and equipment.
  • Evaluate work orders and requests to determine resource requirements.
  • Address inquiries and concerns regarding code compliance.
  • Participate in various departmental and community meetings.
  • Establish long-term and short-term goals for improved operational efficiency.

Qualifications

  • Bachelor's degree from an accredited institution.
  • Minimum of six years of management experience in a relevant field.
  • Valid driver's license.
  • Familiarity with governmental operations, objectives, and organizational structure.
  • Knowledge of regulatory building codes and safety standards.
  • Understanding of OSHA regulations.
  • Ability to interpret and explain codes, ordinances, and related laws.
  • Awareness of fire safety regulations.
  • Capability to identify deviations from regulatory standards.
