Job Title: Director of Workforce Programs

At Lamar State College Orange, we are seeking a highly skilled and experienced professional to fill the role of Director of Workforce Programs. This position plays a critical role in developing and coordinating training programs for business, industry, and external partnerships, as well as overseeing non-credit continuing education course development and scheduling.

Key Responsibilities:
  • Develop customized training and workforce development programs for business and industry partners, ensuring alignment with college and departmental policies and processes.
  • Design and implement non-credit and short-term certification/skills training and workforce development programs for individual students, adhering to established guidelines and protocols.
  • Oversee course scheduling, including course selection, facility coordination, faculty appointment, and production of class schedules, brochures, and promotional materials.
  • Recruit, hire, evaluate, train, and support newly employed instructors, ensuring compliance with relevant policies and procedures.
  • Collaborate with local Workforce Boards and stay informed about available state and federal training funds, including Workforce Training Funds, WIOA funding, and State of Texas Emergency Grants.
  • Develop, administer, and oversee Small Business Grants for area business and industry partners, in accordance with Texas Workforce Commission Guidelines.
  • Initiate Skills Development Fund (SDF) grant applications and training programs, overseeing implementation, compliance, and deliverables.
  • Develop, administer, and oversee The Comprehensive Local Needs Assessment (CLNA) and Perkins Grant and grant allocations.
  • Create and implement memorandums of understanding and contracts for external partner training arrangements.
  • Ensure student enrollment, faculty records, and course files are compliant with relevant guidelines and regulations.
  • Establish and maintain updated written procedures for departmental processes, including program development, course files, student enrollment, and faculty records.
  • Assist with curriculum development of credit and non-credit offerings in credit programs.
  • Support grant proposal preparation and funding requests assigned by executive leadership.
  • Prepare and manage the budget for the Workforce Education department.
  • Prepare contact hour reports quarterly to review for accuracy and analyze contact hour trends, enrollment trends, and profit/loss estimates for Community and Workforce Education courses, programs, and trainings.
  • Pursue outside funding through grants and donations for programs and projects.
  • Develop and oversee National Center for Construction Education and Research (NCCER) accreditation and training.
  • Perform other duties as assigned by the Dean of Industry and Manufacturing Programs.
  • Serve on campus committees as assigned or requested.
  • Collect institutional effectiveness data for improved planning.
Qualifications:

We are seeking a candidate with an Associate's degree from an accredited college or university, with a Bachelor's degree preferred. The ideal candidate will possess strong interpersonal skills, good public relations skills, and the ability to maintain working relationships with area businesses and industry. Familiarity with computer programs for reporting and managing information is also essential. The position requires moderate travel and some night work.

The successful candidate will be able to handle multiple tasks and deadlines, with normal cognitive requirements, normal speech-communication requirements, and normal written communication. The position also requires moderate travel and some night work.

This is a security-sensitive position, subject to the provisions of the Texas Education Code §51.215.

The normal office environment and travel as deemed necessary.

Salary: $65,000 - $70,000
