Position Overview

This role encompasses advanced administrative, professional budgeting, and fiscal management responsibilities.

The individual in this position is tasked with providing essential support to the Grant Manager and Financial Planning Supervisor in executing the accounting and fiscal operations within the Office of Administration.

Key responsibilities include the implementation of fiscal policies and controls, as well as the administration of effective budgeting and accounting practices.

The role involves auditing, preparing budgets, financial statements, and other necessary reports related to grants and operational funds.

The employee operates independently under the general supervision of the Grant Manager and Financial Planning Supervisor, who reviews work for compliance with policies and standards of fiscal management and for the achievement of objectives.

Key Responsibilities

1. Develops budgets in alignment with accounting and fiscal control protocols.

2. Advises and supports the Leadership Team and operational units on fiscal management policies and procedures concerning both Health Department operations and grants initiated and managed by the Health Department.

3. Evaluates the effectiveness of budgeting, accounting, and fiscal control through audits and periodic analyses to ensure compliance with professional standards, recommending process improvements to the Leadership Team as necessary.

4. Coordinates fiscal management aspects of grant administration with relevant funding sources.

5. Utilizes computer-based systems to manage expenses through various accounting and budgeting software, including posting journal entries, tracking expenditures, monitoring spending, and reporting.

6. Analyzes spending levels of contract service providers to identify discrepancies in spending, facilitating fund reallocation or contract renegotiation.

7. Assists in analyzing current revenue sources, enhancing collection processes, and developing new long-term revenue streams.

8. Prepares monthly summary financial reports that compare actual year-to-date expenses to projected expenses and revenues for assigned funding streams.

9. Demonstrates the ability to analyze monthly expense reports to identify anomalies and areas for improvement.

10. Aids the Financial Planning Supervisor in the development of Key Performance Indicators (KPI) for Department-wide use to enhance revenue and expenditure processes.

11. Performs related duties as required.


Knowledge Requirements

- Comprehensive understanding of budgeting and fiscal management principles in the public sector.
- Familiarity with accounting and auditing principles and practices.
- Proficient in Excel and its high-level functionalities.
- Knowledge of fiscal control aspects of grant proposals and grant administration in the healthcare sector is preferred.

Skills Required

- Ability to establish a fiscal management program that meets professional standards.
- Capacity to analyze public budgetary and fiscal challenges and recommend changes.
- Proficient in establishing and maintaining effective working relationships with staff, the public, and other agencies.
- Strong communication skills to express ideas clearly in all forms.
- Proficient computer skills for all job-related tasks.
- Ability to respond effectively to Public Health Emergencies.
- Competence in analyzing contract information in both Payables and Grant Contracting.

Residency Requirement:
Must reside in Allegheny County within 1 year.
