The Metropolitan Transportation Commission (MTC) is seeking a seasoned executive to lead the Capital Delivery, Asset Management and Roadside Tolling Section as the Section Director. This is a critical role that requires a strategic thinker with exceptional leadership and management skills to oversee the development and implementation of transportation infrastructure projects.
Key Responsibilities- Lead and mentor a team of approximately 40 staff, cross-functional teams, and external consultants to deliver transportation infrastructure projects.
- Oversee the development and implementation of asset management plans, capital improvement plans, and annual budgets for the Bay Area Toll Authority (BATA) Toll Bridge Rehabilitation Program and Asset Management.
- Manage the BATA Roadside Toll Collection System Operations and Upgrade to Open Road Tolling, including the interface with the FasTrak Customer Service Center and core IT services for toll data transmission.
- Lead the team responsible for Toll Facilities Maintenance, including routine inspections and repairs for BATA and Bay Area Infrastructure Financing Authority (BAIFA) toll facility civil and fiber communications elements.
- Conduct feasibility studies and implement projects that combine carpool and transit priority, active transportation, operational policies, and roadway operation technologies improvements through the Bay Area Forward Program.
- Oversee the planning, policy, delivery, and ongoing operation of MTC's express lanes network through the MTC Express Lane Program and Regional Express Lane Coordination.
- Collaborate with the State Route 37 corridor partners to fund and deliver improvements to make State Route 37 more resilient against traffic congestion, flooding, and sea-level rise through the Resilient State Route 37 project.
- Participate in integrated multi-partner project teams and support executive partnerships to assist with risk management and successful delivery of critical mega-projects.
- Master's degree from an accredited college or university, or a Bachelor's degree with an equivalent combination of education and experience.
- Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work, with a minimum of four years of senior management experience in agency administration, operations, management, or similar position.
- Experience in planning, delivery, and/or operations and maintenance for tolled facilities and/or managed lanes, capital delivery processes, asset management, regional and multimodal transportation planning, policy, and funding, intelligent transportation system technology procurements, and implementation and operations.
- Demonstrated leadership ability with strong analytical, problem-solving, organizational, and interpersonal skills.
- Exemplary project/program management skills, including the ability to lead multiple projects concurrently and effectively.
- Ability to facilitate and make decisions that produce high-quality results.
- Ability to communicate clearly and concisely, both verbally and in writing.
- Ability to apply equity principles in transportation planning and operations.
- Ability to execute complicated procurements and vendor selection processes.
- Ability to ensure program oversight, including complex budgeting and expense monitoring.
