Position Overview & Responsibilities:

Position Overview:

The Legal Counsel II role is situated within the Office of Chief Counsel and involves providing legal guidance on personnel-related issues. This position entails representing the agency in various personnel-related proceedings, advising management on employment actions, and assisting in the formulation of internal personnel policies.

Key Responsibilities may include but are not limited to the following:

  • Conducts research on federal and state regulations, case law, and statutes, offering counsel on personnel-related matters to agency leadership based on findings.
  • Represents the agency in internal and external personnel-related proceedings, overseeing investigations of employee claims/actions, including interviewing employees and collecting evidence from various records.
  • Drafts, reviews, and/or edits disciplinary and termination communications, and assists in the creation and review of personnel policies as directed.
  • Monitors and drafts legislation and regulations proposed by the agency, evaluates the implications of proposed legislation on agency operations, and advises administrators on legal interpretations and appropriate actions. This role also involves reviewing new regulations and case law related to personnel matters and recommending necessary policy adjustments.
  • Provides legal opinions, advice, and research as needed and participates in conferences, offering presentations as required.

Qualifications:

Minimum Qualifications:

  • Certificate of admission to the Bar of the Supreme Court of Kansas or a temporary permit to practice law issued by the Supreme Court of Kansas at the time of hire.
  • Education may be substituted for experience as deemed relevant by the agency. Transcripts are required for education to be considered.

Preferred Qualifications:

  • Proven ability to work independently and establish effective working relationships with agency leadership, technical staff, and the public.

Post-Offer/Pre-employment Requirements:

  • Kansas Tax Clearance Certificate required in accordance with Executive Order. Each applicant selected for a State of Kansas job vacancy must apply for a Tax Clearance Certificate within a specified timeframe.
