Health Informatics Specialist Level II
Under the guidance of the Laboratory Informatics Group Manager and lead informaticists, this role involves executing advanced informatics services.
The position ensures that information systems, instrument connections, and data exchange solutions align with the operational needs of public health laboratories and statewide health initiatives.
Collaboration with vendors, clients, IT personnel, and program staff is essential to identify priorities, articulate requirements, and develop, enhance, and sustain laboratory information systems, instrument connections, and electronic data exchange solutions.
The role includes facilitating development testing, User Acceptance Testing, documentation, and obtaining necessary approvals. It serves as a resource for laboratory personnel to aid in troubleshooting and resolving information system-related challenges. The specialist provides insights and assesses the needs of management, staff, clients, and monitoring entities. This position operates with limited supervision, allowing for significant initiative and independent judgment.This role will contribute to the aforementioned tasks across various information systems, instrument connections, and data exchange solutions, including HL7 and web-based electronic ordering and reporting systems.
Key Responsibilities:
Regular attendance in accordance with agency leave policies and performance of additional duties as assigned.
Acts as a primary technical resource and liaison among laboratory staff, IT support teams, and vendors.KRA 1. Change Development.
Manages operations and activities related to the change development of Laboratory Information Management Systems (LIMS), instrument connections, and data exchange solutions.
Identifies stakeholder business requirements (laboratory and program staff, external providers, IT personnel, LIMS vendor staff) and strategically collaborates with relevant personnel to implement new or enhance existing LIMS, instrument connections, and data exchange solutions to support public health objectives.
Coordinates the creation of documentation detailing the requested changes to LIMS, instrument connections, and data exchange solutions to fulfill customer business needs.
Oversees the acquisition and documentation of laboratory management approval to initiate the requested work. Collaborates with IT and vendors to execute activities for configuring the requested changes in a non-production environment. (25%)KRA 2. Change Coordination. Conducts development testing activities to ensure LIMS, interface, and data exchange solution changes comply with request requirements. Assists end users in formulating test plans. Ensures changes are validated, verified, documented, and approved as necessary before being introduced into a production environment. Manages and maintains testing and validation documents within the document control system. Works with IT to secure and document laboratory management and IT change control approval of validation documentation.
Collaborates with IT and vendors to execute activities for configuring the requested changes in the production environment. Monitors production operations post-change and coordinates appropriate reporting, documentation, and issue resolution. (25%)
KRA 3. Customer Service. Evaluates, analyzes, gathers, and documents LIMS, instrument connection, and data exchange solution processes. Maintains awareness of regulatory requirements related to LIMS systems, interfaces, and data exchange solutions.
Reviews and assesses program policies and procedures to evaluate their impact on LIMS, integrated laboratory equipment, and data exchange solutions, along with associated downstream applications.
Maintains a high level of technical and workflow knowledge in areas utilizing LIMS, integrated laboratory equipment, and data exchange solutions.
Engages in educational opportunities related to LIMS, instrument interfacing, and data exchange solutions, among other relevant topics.Delivers exceptional customer service and maintains consistent, effective communication with internal and external clients, consistently demonstrating a professional, ethical, and positive demeanor.
Assists end users by evaluating issues identified with business processes or LIMS, instrument connections, and data exchange solutions, providing solutions and/or coordinating assistance from vendors or the appropriate IT Support Group.
Develops, drafts, revises, and maintains Standard Operating Procedures (SOPs) and related documents for the LIMS, instrument connections, and data exchange solutions to meet requirements established by applicable regulatory accreditation agencies.
Aids in the creation of training materials and the coordination of training sessions.Contributes to the development and review of complex project deliverables such as project charters, timelines, design documentation, test plans, and risk assessment plans.
Participates in program meetings to discuss plans, challenges, resolutions, and other relevant LIMS, interface, and data exchange solution topics to ensure program objectives are achieved in a timely manner.
Provides input to assist in establishing and implementing goals, objectives, and timelines for LIMS, interfaces, and associated electronic data exchange solutions.
(20%)KRA 4. Data Analytics.
Offers analytics and support to program staff as requested in areas such as data preparation, data analysis using relevant statistical methods, report and manuscript writing, technical presentations, and responses to informatics inquiries.
Conducts advanced statistical work for the laboratory. Develops methods and templates for the analysis and presentation of statistical data and reports. Executes complex data extractions from LIMS databases and compiles, analyzes, interprets statistical data, and applies data visualization techniques.Creates statistical reports for quality assurance and quality improvement monitoring for reporting within the laboratory and to external stakeholders.
Assesses statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy. Ensures the accuracy of public health statistics queries and reports generated by the LIMS, evaluating trends and resolving issues. Assists with responsibilities related to data quality, data maintenance and archiving, and documentation. Ensures confidentiality, security, and integrity of data. (25%)KRA 5.
Additional duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or continuity of operations (COOP) activation.
Such participation may necessitate an alternate shift pattern assignment and/or location.Consistently complies with the agency's laboratory, local, state, and federal guidelines to ensure a safe functioning laboratory.

Experience in health informatics work.
Graduation from an accredited four-year college or university with major coursework in health informatics, public health, science, epidemiology, public policy or health policy, health services research, health information sciences, computer science, or a related field is strongly preferred.
