Position Overview:

The Construction Preconstruction Lead plays a vital role in identifying opportunities, engaging with potential clients, and contributing to KBE's proposals in response to solicitations and follow-up presentations.

This role also oversees preconstruction services for projects secured by KBE, ensuring a seamless transition into the construction phase while supporting Operations during construction based on commitments made during preconstruction.

The extent of involvement in preconstruction and construction phases will vary by project, depending on complexity and size.


Supervisory Responsibilities:
Executes supervisory duties in line with organizational policies and applicable laws. Responsibilities include training team members, planning, assigning, and directing work, evaluating performance, addressing concerns, and resolving issues.

Key Responsibilities and Essential Functions:
Prepare Qualifications & Exclusions, along with site-specific construction-related information/analysis to support submissions.

Once a design/build project is secured, the Construction Preconstruction Lead will manage the Preconstruction Phase of Services, including but not limited to:
- Overseeing the KBE team assigned to the project, defining roles, required services, and deadlines.
- Attending all meetings with the design team and client, serving as KBE's primary contact.
- Acting as the client liaison until the project transitions to Operations, maintaining ongoing communication with the owner to strengthen relationships.

- Continuously reviewing and assessing the evolving design and trends in construction materials/labor/pricing to ensure alignment with KBE's accepted proposal or the Owner's construction budget.

- Advising KBE's Senior Management and the Director of Preconstruction if costs or schedules are projected to exceed limitations, outlining a mitigation plan.

- Leading Operations in developing project-specific bid packages for various trades, incorporating all relevant program requirements including scope of work, schedules, insurances, bonds, unit prices, supplemental bids, alternates, and/or allowances.

- Preparing and coordinating all turnover documentation and facilitating turnover meetings with the Operations team.

For Negotiated Projects (other than Design/Build projects): During the negotiation process, the Construction Preconstruction Lead will:
- Prepare fee and general conditions proposals in collaboration with KBE's Senior Management and the Director of Preconstruction.

- Thoroughly study all solicitation requirements to ensure KBE's submission meets all criteria.

- Prepare Qualifications & Exclusions, along with site-specific construction-related information/analysis to support submissions.

Once a negotiated project is secured, the Construction Preconstruction Lead will manage the Preconstruction Phase of Services, including but not limited to:
- Overseeing the KBE team assigned to the project, defining roles, required services, and deadlines.
- Attending all meetings with the design team and client, serving as KBE's primary contact.
- Acting as the client liaison until the project transitions to Operations, maintaining ongoing communication with the owner to strengthen relationships.

Additional duties may include gathering, calculating, and compiling data (unit costs, subcontractor quotes) for conceptual bid proposal estimates, preparing routine estimates and constructability reviews under general supervision, preparing bid packages, conceptual estimates, and analyzing subcontractor bids for assigned projects, interfacing with owners, architects, engineers, and subcontractors to provide engineering and cost data regarding project feasibility, writing exhibits identifying exclusions and qualifications tailored for each project, and preparing preliminary project schedules.


Design Build Projects:

In the pursuit of securing a design/build project, the Construction Preconstruction Lead will ensure timely and accurate preparation of submissions, including cost estimates and value management pricing during the solicitation process.

Thoroughly study all solicitation requirements to ensure KBE's submission meets all criteria.

Lead Operations in developing project-specific bid packages for various trades, incorporating all relevant program requirements including scope of work, schedules, insurances, bonds, unit prices, supplemental bids, alternates, and/or allowances.

Prepare and coordinate all turnover documentation and facilitate turnover meetings with the Operations team.



Education, Experience, and Qualifications:
To excel in this role, candidates must possess a Bachelor's Degree and have 10+ years of relevant experience.

Proficiency required in:
Microsoft Word, Project, and Excel
