Key Responsibilities

The Commonwealth of Virginia is seeking a qualified individual for the position of Regional Construction Project Engineer. This role entails serving as a Responsible Charge Engineer, where you will oversee construction management and inspection teams to achieve district contract goals related to safety, quality, timelines, and budget adherence on various construction and maintenance contracts. You will independently manage and supervise contract construction activities on designated projects, identify areas for improvement, and propose cost-effective solutions while ensuring compliance with safety, environmental, federal, and state regulations. The Regional Construction Project Engineer is essential in fostering continuous enhancement across all facets of contract construction. Responsibilities include offering guidance, leadership, and professional engineering advice to team members, as well as acting as a Responsible Charge Engineer for highway construction and maintenance contracts.

  • Proficient in managing personnel, programs, and budget development
  • Expertise in planning and scheduling work for diverse teams
  • Familiarity with supervisory and human resources practices, including recruitment, discipline, performance evaluation, and employee development
  • Capability to supervise and assess the performance of others
  • Skill in building relationships with employees from various divisions, field personnel, contractors, manufacturers, and federal representatives
  • Competence in leadership coaching, counseling, training, and development
  • Understanding of constructability review processes, project management, and problem-solving methods, along with conducting constructability reviews for a range of projects
  • Knowledge of civil engineering and design principles related to roadways, structures, drainage, and environmental considerations
  • Familiarity with contract administration
  • Insight into strategic and operational principles, practices, and techniques
  • Advanced understanding of transportation and highway engineering principles, laws, and regulations
  • Proficiency in utilizing computers and software applications, including engineering design and analysis tools
  • Ability to collaborate with all levels of management and elected officials
  • Skill in delivering exceptional customer service personally and through others
  • Effective communication skills, both oral and written, with diverse audiences, including making technical presentations and conducting public meetings
  • Knowledge of state and federal standards concerning highway construction and design
  • Ability to research, analyze data, and prepare technical documentation
  • Understanding of transportation project management and engineering
  • Capacity to manage administrative, financial, and technical functions within an engineering unit
  • Familiarity with engineering construction principles and practices
  • Ability to provide technical and engineering guidance to construction staff, design engineers, and other stakeholders

Minimum Qualifications

  • Valid Professional Engineer's license
  • Degree in construction engineering or a related discipline
  • Valid driver's license
  • Knowledge of engineering design for roadways, structures, drainage, and environmental standards
  • Proficiency in computer software applications relevant to VDOT operations
  • Understanding of quality assurance and control methodologies
  • Familiarity with transportation construction principles, project management processes, and quality assurance/control methods
  • Competence in project scheduling and management
  • Ability to apply knowledge of federal, state, and local transportation regulations and policies
  • Effective communication skills for diverse audiences, including presentations and meetings
  • Ability to oversee construction activities for multiple projects of varying complexity

Additional Considerations

  • Extensive experience in leading construction engineering teams to resolve issues and enhance project quality
  • Project and program management experience in transportation engineering
  • Significant experience conducting constructability reviews focusing on scheduling and assessments for highways and structures
  • Experience interpreting federal and state guidelines in transportation engineering
  • Progressive experience in transportation engineering
  • Extensive experience in supervising construction and engineering personnel
  • Certification as a Certified Construction Manager (CCM) is a plus
  • Progressive experience in managing and administering diverse transportation engineering or construction programs
