Job Title: Procurement Specialist

Under the general supervision of the Director of Grants and Procurement, the Procurement Specialist will perform all aspects of the purchasing process, including preparing bid documents, procurement summaries, contracts, and modification documents for vehicles, technology, professional services, construction, equipment, and materials and supplies according to specifications, procurement policy, and funding source requirements.

Key Responsibilities:
  • Perform procurement duties in compliance with company policies and procedures, Federal Transit Administration (FTA) circulars and regulations, Illinois and Missouri state grants, and requirements for other funding sources.
  • Conduct a full range of competitive procurement activities, including micro, small, and formal purchases through Request for Quotes (RFQ), Invitation for Bids (IFB), and Request for Proposals (RFP) for vehicles, technology, professional services, construction, equipment, materials, and supplies.
  • Prepare for and conduct pre-bid meetings and public bid openings.
  • Analyze data and situations, identify problems, and recommend solutions.
  • Develop pre-negotiation positions and conduct negotiations.
  • Review vendor bids and proposals, prepare analysis, document all findings, and prepare final justification and recommendation for contract award.
  • Communicate and monitor the ongoing procurement process with stakeholder departments.
  • Prepare and assemble contracts, collect signatures, and distribute final contracts to appropriate departments and vendors.
  • Perform administration of contracts, including tracking expiration dates and timelines, amendments, change orders, renewals, extensions, board approvals, and contract close-out.
Requirements:
  • Bachelor's degree in business or a related field, plus a minimum of 5 years of professional experience in a direct procurement or contract managing role, or 7 years of professional experience conducting formal procurements for a transit or other government agency.
  • Highly organized, detail-oriented, and a self-starter with the ability to work independently and within a team environment.
  • Ability to prioritize work and meet deadlines.
  • High attention to detail and organizational skills.
  • Ability to maintain confidentiality in all areas of the position.
  • Professional appearance and demeanor.
  • Proficiency in Microsoft Word and Excel.
Working Conditions and Physical Requirements:

The position requires a capacity to work beyond standard office hours when needed, to address critical deadlines and to attend evening and weekend meetings if necessary.

Travel is very minimal.

The physical requirements for this position include sufficient hand, arm, and finger dexterity to operate a computer keyboard or other office equipment.

Must have the ability to remain stationary for long periods of time.

Requires visual acuity to read words and numbers and speaking and hearing ability sufficient to communicate in person or over the phone.
