Job Summary

Chinook Winds Casino Resort Hotel is seeking a highly skilled Procurement Specialist to join our team. The successful candidate will be responsible for procuring a variety of goods and services on a complex and technical level, consistent with company policy and procedures.

Key Responsibilities
  • Review and process Purchase Requisitions
  • Confer with vendors to obtain product or service information
  • Comply with all Federal, State, and Tribal laws relative to the purchasing function
  • Select products and/or services for purchase by testing, observing, or examining items or services rendered
  • Determine method of procurement such as direct purchase or bid
  • Prepare informal and formal bid requests
  • Convert Purchase Requisitions to Purchase Orders
  • Review bid proposals and negotiate contracts within budgetary limitations and scope of authority
  • Maintain procurement records such as items or services purchased, costs, delivery, product, quality or performance and inventories
  • Discuss defective or unacceptable goods or services with receiving, personnel, users, vendors, and others to determine root cause problems and take corrective action
  • Expedite deliveries of goods and/or services to users
  • Coordinate activities with other departments and outside entities
  • Process claims with Vendors for damaged materials, monitor invoices for accuracy, and obtain credits where appropriate
  • Maintain contract and negotiate with Vendors
  • Keep informed of new products
  • Develop new sources of supply
  • Evaluate vendor performance
  • Plan and carry out activities within the jurisdiction of the position to ensure prompt placement of orders for materials, supplies, equipment, and other related items in the quantity required when and where needed
  • Communicate and report on the status of pending critical purchases to assure management's awareness of any possible delays that might affect planning
  • Keep informed on cost of goods, pricing trends, and other matters, knowledge that will result in minimizing cost of purchased items
  • Remain familiar with UCC regulations as they pertain to the purchasing function
  • Abide by the STGC guidelines as applicable
  • Select and maintain sources of supply using progressive purchasing techniques and methods
  • Prepare quarterly status report on major purchases and activities
  • Perform work independently with minimal supervision
  • Perform other duties assigned by the Purchasing Manager
Requirements
  • High School Diploma or GED
  • Associates Degree, or an equivalent combination of higher education with purchasing experience may be substituted in lieu of degree
  • Five years purchasing experience, including three years Food and Beverage purchasing experience required
  • Microsoft Office advanced level in Word, Excel, and Outlook
  • Enterprise Resource Planning software experience preferred
  • Must obtain a Siletz Tribal Gaming License
  • Understanding of the accounting process
  • Experience in budget analysis
  • Able to read and understand blueprints, basic construction, and equipment systems
  • Exposure to a broad range of purchasing activities including negotiations, JIT MRO, value-analysis, supplier relations, contracts, contract administration, UCC, purchasing laws and regulations
Work Environment

Work will take place in an office shared with others. The noise level is that of a standard office, multiple conversations taking place, telephones ringing, and printers and fax machine sounds. Some work may take place on the gaming floor. The environment is subject to smoke and the associated affects.

Conditions of employment include passing a pre-employment drug screen, a background investigation, and completing a 180-day introductory period.
