Position Title: Preconstruction Manager - Water/Wastewater

Employment Type: Full-Time

Role Summary:

The Preconstruction Manager for Water/Wastewater will spearhead the preconstruction phase of water and wastewater initiatives. This position entails collaboration with project stakeholders, crafting detailed scopes of work, generating cost estimates, and ensuring that all preconstruction efforts are in line with project objectives and client requirements. The Preconstruction Manager will closely partner with design consultants, construction managers, and clients to facilitate effective project planning and execution.

Core Responsibilities:

  1. Oversee the preconstruction phase for water and wastewater initiatives, from initial concept to construction handoff.
  2. Collaborate with design consultants, construction managers, and clients to develop comprehensive project scopes.
  3. Generate precise and thorough cost estimates, budgets, and timelines.
  4. Conduct risk evaluations and formulate mitigation strategies.
  5. Coordinate with both internal and external stakeholders to ensure all preconstruction activities meet project objectives and client expectations.
  6. Review and assess design documents, specifications, and drawings.
  7. Supervise the preparation of bid packages, negotiate contracts, and manage procurement processes.
  8. Work alongside project teams to ensure a smooth transition from preconstruction to construction.
  9. Stay informed about industry trends, technologies, and best practices in water and wastewater treatment and infrastructure.
  10. Provide technical guidance and support to project teams throughout the project lifecycle.
  11. Ensure adherence to all relevant regulations, codes, and standards.

Qualifications:

  1. Bachelor's degree in Civil, Environmental Engineering, or a related discipline; a Master's degree is advantageous.
  2. A minimum of 10 years of experience in preconstruction or project management, specifically in water/wastewater projects.
  3. Demonstrated success in managing the preconstruction phase of large-scale infrastructure projects.
  4. Strong knowledge of water and wastewater treatment processes, systems, and infrastructure.
  5. Exceptional analytical, problem-solving, and decision-making abilities.
  6. Proficiency in cost estimation and project management software.
  7. Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  8. Detail-oriented with strong organizational and time management capabilities.
  9. Professional Engineer (PE) license or Project Management Professional (PMP) certification is preferred.

Additional Qualifications (Preferred):

  1. Experience in scheduling and project controls with earned value management.
  2. Familiarity with Primavera P6 and similar project scheduling tools.
  3. Proficiency in Excel.
