Position Overview:

The Property Owner Advocate (POA) aims to assist individuals, businesses, and local governmental bodies facing difficulties in resolving unclaimed property issues efficiently. The Advocate works collaboratively with various stakeholders to leverage all available administrative solutions to effectively address inquiries.
Under the supervision of the POA Staff Services Manager I within the Unclaimed Property Division (UPD), the Associate Governmental Program Analyst (AGPA) engages in complex technical analytical tasks pertinent to program evaluation and the strategic planning of the POA Unit. The AGPA consistently provides advisory support to management and staff, serving as a Claimant Advocate during public interactions, ensuring that claimants receive timely and professional assistance in resolving intricate claim matters fairly and accurately. As a subject-matter expert, the AGPA possesses the necessary intellectual capabilities to excel in diverse general staff services environments. The AGPA also verifies pertinent claimant information for unclaimed property accounts while adhering to various legal codes and regulations, including the Unclaimed Property Law, Government Code, Probate Code, Civil Code, Code of Civil Procedures, the California Code of Regulations, and UPD Policies.

Key Responsibilities:
  • Conduct analysis and evaluation of complex Deceased Owner claims submitted by claimants, necessitating an understanding of Wills, Trusts, and the Probate process.
  • Review Wills, Trusts, Tables of Heirship, Final Decrees of Distribution, Letters of Administration, and Letters of Testamentary presented as evidence to validate entitlement to unclaimed property for Deceased Owner claims, ensuring fair distribution of property to rightful owners.
  • Examine and assess complex Business claims submitted by claimants, requiring comprehension of Corporate Actions such as Mergers, Bankruptcies, Dissolutions, Forfeitures, Suspensions, Sales/Purchases, and Subsidiary relationships.
  • Interpret and analyze Articles of Incorporation/Dissolution, Merger Agreements, Partnership Agreements, Bankruptcy Filings, and Declarations of Loss provided as evidence for Business claims, ensuring appropriate distribution of property to owners.
  • Evaluate Owner claims submitted by claimants to confirm entitlement to unclaimed property based on evidence provided, ensuring rightful distribution of property.
  • Assess Holder Claims for Reimbursement, County Probated Estate Funds, and Investigator claims, providing program details and guidance through various communication channels.
  • Support the UPD's Reception public counter as needed for claimants seeking assistance with filing or updating claims.
  • Utilize various research tools for claim evaluations as required.
  • Deliver comprehensive program information and guidance to the public to assist in accurately completing claim forms.
  • Collaborate with claimants, their representatives, public administrators, and businesses to resolve complex claim matters, preparing legal referral memos for appeals as necessary.
  • Address issues related to duplicate payments, redeposits, and Foreign and Replacement payments.
  • Research and evaluate sensitive inquiries from various entities while providing exceptional customer service.
  • Review current processing policies and procedures, offering recommendations for enhancements.
  • Respond to inquiries related to Pre-Escheat Notices and I Status Properties from potential claimants.
  • Act as a backup to the Unit Manager, overseeing inquiries and ensuring timely follow-ups.
  • Provide management with inventory, time, and production data regularly.
Work Schedule:
  • Monday – Friday, 8:00 AM – 5:00 PM
Qualifications:

  • Proficient in delivering customer service with effective communication.
  • Dependable and punctual, able to work under demanding conditions.
  • Strong typing and word processing abilities.
  • Skilled in MS Office Suite with proficiency in Microsoft Excel.
  • Aptitude for accurate and swift work under pressure.
