Position Overview:

Under the supervision of the POA Staff Services Manager I within the Unclaimed Property Division (UPD), the Associate Governmental Program Analyst (AGPA) engages in complex technical analysis related to program evaluation and the strategic planning of the POA Unit. The AGPA provides essential advisory support to management and staff, serving as a Claimant Advocate during public interactions, ensuring that claimants receive timely and professional assistance in navigating intricate claim matters fairly and accurately. As a subject-matter expert, the AGPA possesses the necessary intellectual capabilities to excel in diverse general staff service environments. The AGPA is responsible for verifying pertinent claimant information for unclaimed property accounts while adhering to various legal codes and regulations, including the Unclaimed Property Law, Government Code, Probate Code, Civil Code, Code of Civil Procedures, the California Code of Regulations, and UPD Policies.

Key Responsibilities:
  • Conduct analysis and evaluation of complex claims related to Deceased Owners, requiring a thorough understanding of Wills, Trusts, and the Probate process.
  • Review legal documents such as Wills, Trusts, Tables of Heirship, Final Decrees of Distribution, Letters of Administration, and Letters of Testamentary to determine rightful ownership of unclaimed property.
  • Assess intricate Business claims submitted by claimants, necessitating knowledge of Corporate Actions including Mergers, Bankruptcies, and other relevant business transactions.
  • Interpret and analyze corporate documentation including Articles of Incorporation/Dissolution, Merger Agreements, and Bankruptcy Filings to ensure accurate property distribution.
  • Evaluate Owner claims to confirm entitlement to unclaimed property based on submitted evidence, ensuring compliance with applicable laws.
  • Review Holder Claims for Reimbursement and provide guidance to claimants and stakeholders through various communication channels.
  • Assist at the UPD's public counter as needed, offering support to claimants in filing or updating claims.
  • Utilize various research tools for claim assessments, ensuring thorough reviews.
  • Deliver comprehensive program information to the public, assisting in the accurate completion of claim forms.
  • Collaborate with claimants, representatives, and businesses to resolve complex claim issues, preparing legal referral memos as necessary.
  • Manage inquiries related to duplicate payments and coordinate with the State Treasurer's Office for payment processing.
  • Research and address sensitive inquiries from various stakeholders while maintaining exceptional customer service standards.
  • Evaluate current processing policies and procedures, recommending enhancements to management.
  • Respond to inquiries regarding Pre-Escheat Notices and assist potential claimants in claiming their property.
  • Act as a backup to the Unit Manager, overseeing inquiries and ensuring effective task management.
  • Provide management with inventory, time, and production data regularly.
Work Schedule:
  • Monday – Friday, 8:00 AM – 5:00 PM
