OBJECTIVE:
The Principal Policy Analyst is tasked with overseeing, assessing, and providing strategic recommendations on communications and strategies related to federal and state public policy matters that align with the business goals and requirements of CareFirst BlueCross BlueShield. This role is crucial for supporting the formulation of policies on significant issues, ensuring the organization effectively communicates the specific effects of public policies to internal stakeholders, and identifying opportunities for external influence. The incumbent will primarily focus on issues concerning Medicare/Medicare Advantage, prescription medications, utilization management, and mental health services.

KEY FUNCTIONS:

The essential functions of this position may include, but are not limited to, the following:

  • Acting as a key resource for Public Policy, Government Affairs, Government Programs, and other departments within CareFirst on assigned policy and regulatory matters.
  • Delivering internal training and policy briefings on governmental actions and policy trends to support business decisions across the organization.
  • Conducting thorough research and analysis on legislative, regulatory, and policy issues.
  • Creating external communications and written materials to articulate CareFirst's policy stance (e.g., briefing documents, fact sheets, public comments, blog entries).
  • Providing strategic guidance on external messaging to government entities and stakeholders regarding CareFirst initiatives.
  • Facilitating internal policy development on critical issues to position CareFirst as a leader in thought and policy.
  • Serving as a subject matter expert on policy matters to support the implementation of key legislative and regulatory mandates.
  • Monitoring and engaging in legislative, regulatory, and stakeholder groups and work sessions.
  • Participating in external collaborations initiated by relevant associations as required.
  • In collaboration with the Public Policy and Government Affairs team, developing research to support the drafting of position papers, testimonies for legislative and regulatory bodies, correspondence, and other public policy-related responses.

SUPERVISORY ROLE:
This position does not have direct reports but is expected to guide and mentor junior staff. May lead a team of cross-functional resources.

QUALIFICATIONS:

Education: Bachelor's Degree in Political Science, Health Policy, Mathematics, Finance, or a related field; or alternatively, an additional 4 years of relevant work experience in lieu of a Bachelor's degree is required, in addition to the required work experience.

Experience: A minimum of 5 years of experience in a healthcare policy environment with a focus on policy and communication.

Preferred Qualifications:

  • Master's Degree in Public Health, Health Policy, Health Administration, or a related field.

Knowledge, Skills, and Abilities (KSAs):

  • Understanding of state legislative and regulatory processes, along with public policy analysis.
  • Comprehensive knowledge of the healthcare payer industry and the operational implications of regulatory guidance.
  • Familiarity with insurance products and the regulatory landscape.
  • Strong analytical and problem-solving skills to assess business processes and propose effective solutions.
  • Experience in project management, business process analysis, and workflow optimization.
  • Proficient analytical skills with the ability to locate relevant information pertaining to mandates.
  • Excellent written and verbal communication skills.
  • Ability to collaborate with all organizational levels and foster productive relationships.
  • Capacity to manage multiple public policy initiatives within a dynamic environment.
  • Aptitude for communicating complex ideas to diverse audiences through various methods.
  • Ability to work closely with senior management and earn their trust.
  • Capability to present intricate concepts clearly to illustrate impacts on the organization.
  • Ability to represent management in a manner consistent with the division's vision.

Salary Range: $73,224 - $145,431

Travel Requirements:
Estimated Amount: 10% occasional travel between offices.
