Job Summary

We are seeking a highly skilled Procurement Specialist to join our team at the State of Oregon. As a key member of our Central Services Division, you will play a critical role in planning and coordinating procurement activities, providing direction and assistance to customers, and ensuring compliance with state and federal procurement laws and regulations.

Key Responsibilities
  • Plan and coordinate procurement activities, including determining the appropriate solicitation methods and facilitating procurements.
  • Provide direction and assistance to customers on procurement processes, including training and guidance on methods for procurement of various categories.
  • Work with senior staff to develop and implement business process improvements and collaborate with customers to translate program requirements into requests for information, solicitations, special requests, contract specifications, and terms.
  • Develop and maintain standard operating procedures, desk manuals, and other related documentation.
  • Serve as the coordinator for communications and actions between DEQ, DAS, and DOJ.
Requirements
  • 4 years of procurement and contract experience, with 2 years at the professional level involving the development and administration of standard contracts, agreements, or solicitations.
  • Bachelor's degree in a related field may be substituted for 3 years of experience.
  • Excellent verbal and written communication skills, with the ability to use tact, diplomacy, and good judgment to communicate clearly and effectively with employees at all levels.
  • Ability to prioritize workload to meet changing priorities, complicated assignments, and tight deadlines.
  • Oregon Procurement Basic Certification (OPBC) and/or UPPCC Certified Professional Public Buyer certification preferred.
Working Conditions

This is a full-time, AFSCME represented position. The successful candidate will be eligible for hybrid work and will be required to work occasionally on official State business, including meetings, trainings, conferences, seminars, and public hearings. The position requires occasional travel, some of which may include evening work, overnight stays, and/or weekend work.
