Department Overview:

The MITRE Industrial Security Programs (ISP) is responsible for overseeing classified facility operations and ensuring the enforcement of security measures designed to protect both unclassified and classified national security information (NSI). Our department applies resources strategically to minimize risks across various operational domains through a comprehensive approach to security administration standards, control strategies, and oversight that align with corporate objectives.

Position Summary:

The Security Operations Manager (SOM) will be tasked with developing, implementing, supervising, and maintaining a robust security program for multiple Department of Defense (DoD) collateral and/or Intelligence Community (IC) components. This program will safeguard information and operations in accordance with the classification levels of the respective programs, including collateral, SCI, SAP, or multi-level classifications.

The SOM will prepare and uphold accreditation documentation for each facility under their oversight, which includes UL 2050 certifications, Fixed Facility Checklists, compartmented area Checklists, TEMPEST checklists, and mitigation plans to sustain current government accreditations. Utilizing the CFR and ICD 705 and its Technical Specifications, the SOM will provide security management and oversight to ensure compliance and will design secure spaces or develop modifications and construction security plans based on accreditation status and sponsor requirements.

The SOM will create and implement Concepts of Operation (CONOPS) for their assigned facilities, adhering to DoD, NISPOM, and Intelligence Community directives to meet mission objectives.

The role involves conducting physical and technical security actions and procedures, ensuring proper accounting, control, transmission, safeguarding, and destruction of classified information in compliance with applicable regulations. Additionally, the SOM will develop a security education training and awareness program for technical staff operating in secure environments, distributing periodic notifications emphasizing unauthorized disclosure awareness, classification management, personal reporting requirements, and daily security program execution.

The SOM will also manage personnel security aspects, including nomination interviews, validation of access requirements, submission of investigative requests, and indoctrinations, including the execution of legally binding Nondisclosure Agreements (NDAs). They will maintain personnel security records in accordance with applicable regulations.

Key Responsibilities:

  1. Support technical staff planning meetings by coordinating visitor management and clearance requests.
  2. Account for, control, transmit, package, and safeguard COMSEC information, administering periodic software and cryptographic key updates.
  3. Assist the Information System Security Manager (ISSM) or Information System Security Officer (ISSO) in maintaining appropriate accreditation documentation for each information system within the secure area.

Qualifications:

Basic:

  • Minimum of 4 years of relevant experience with a High School Diploma or equivalent, or 2 years of experience with an associate's degree, or a combination of education and experience.
  • Demonstrable experience in developing and implementing Standard Operating Procedures (SOPs) and Concepts of Operations (ConOps).
  • Experience in Intelligence Special Programs, Program Security, and Collateral Security.
  • Experience managing inspection preparedness and participation in government security inspections.
  • Familiarity with systems such as JADE, DISS, SIMS, and Scattered Castles.
  • At least 4 years of experience in Industrial or Government Security as FSO & CPSO, involving various security disciplines.
  • Experience implementing IC Standards or Directives, DoD Directives, and related government regulations.
  • Active Top-Secret with SCI clearance.
  • Excellent verbal and written communication skills.

Preferred:

  • Bachelor's degree or higher.
  • 5-8 years of experience in relevant technical areas.
  • Experience with ICD 705 construction compliance.
