Job Overview

GENERAL OVERVIEW

This skilled role involves manual labor and is tasked with the routine upkeep, repair, and installation of municipal water and wastewater systems. The employee may occasionally lead a small team of assistants but does not hold formal supervisory responsibilities. Work is conducted under the general oversight of the Utility Foreman.



KEY RESPONSIBILITIES

  • Conducts scheduled maintenance on the sewer collection network.
  • Performs visual inspections of manholes, laterals, and gravity systems, including specialized equipment assessments.
  • Identifies and resolves issues within water and wastewater systems.
  • Maintains and repairs various utility projects.
  • Utilizes cranes to pull and repair sewage pumps, clearing debris as necessary.
  • Troubleshoots electrical panel problems.
  • Clears valves and uses vactor trucks to remove grease from wells.
  • Handles maintenance tasks such as pressure cleaning, light landscaping, equipment inspections, and waste removal.
  • Assesses daily tasks and prioritizes actions based on municipal needs.
  • Engages positively with the public regarding fieldwork concerns.
  • Installs, replaces, and maintains Air Release Valves (ARVs) and employs CCTV for inspecting sanitary and stormwater systems.
  • Locates and repairs leaks in pressurized and gravity sanitary systems.
  • Ensures all Lift Stations operate correctly to prevent spills and municipal penalties.
  • Involves installations and repairs of force mains, gravity mains, manholes, and laterals.
  • Utilizes a variety of tools and equipment, including personal protective gear, hand tools, power tools, pneumatic tools, and heavy machinery.
  • Performs additional duties as assigned.


KNOWLEDGE, SKILLS & ABILITIES

  • Capable of performing manual labor for extended durations.
  • Ability to follow both oral and written directives.
  • Understanding of sewer collection system operations and advanced pipe fitting.
  • Proficient in reading blueprints and using surveying instruments.
  • Familiarity with DEP, EPA, and MOT regulations, as well as municipal policies and safety protocols.
  • Ensures contractors meet project expectations.
  • Diagnoses and locates issues within pressurized and gravity sanitary systems using CCTV and excavation techniques.
  • Knowledgeable in high voltage and pump operations.
  • Applies basic mathematical principles and calculations effectively.
  • Ability to lead a crew in the absence of a supervisor.
  • Familiar with ArcGIS, Survey123, and mapping technologies.
  • Willingness to work overtime, weekends, nights, holidays, and be on-call as required.
  • Knowledge of power tools and heavy equipment operation.
  • Awareness of occupational hazards and safety measures in the work environment.
  • Establishes and maintains effective relationships with leadership, colleagues, residents, and other stakeholders.
  • Communicates effectively with team members to ensure safety and efficiency.


MINIMUM REQUIREMENTS

  • High school diploma or equivalent.
  • Two years of experience in utility maintenance or installation.
  • Valid State of Florida Class B Commercial Driver's License (CDL) with tanker endorsement or the ability to obtain within 120 days of hire.

An equivalent combination of education and experience may be considered if relevant to the field.



PREFERRED QUALIFICATIONS

  • Class C Water Distribution or Wastewater Collection certification.


WORK ENVIRONMENT

Work is performed in various city-owned properties, including buildings, parks, and recreational facilities, as well as off-site locations related to municipal activities.



ADDITIONAL REQUIREMENTS

  • Physical Requirements: Frequent standing, walking, sitting, crawling, bending, lifting up to 100 lbs., and pushing/pulling more than 100 lbs. Occasional overhead reaching and climbing are required.
  • Environmental Conditions: Exposure to extreme weather, heights, confined spaces, noxious fumes, excessive noise, and chemicals.
  • Sensory Requirements: Ability to perceive sound, color, odor, depth, texture, and visual signals. Effective oral communication is also necessary.
